- PRE-SOLICITATION ANNOUNCEMENT GOLDEN GATE NATIONAL RECREATION AREA MAINTENANCE OF UNIMPROVED ROADS AND SHOULDERS RFP No. 140P8620R0017 The National Park Service (NPS), Golden Gate National Recreation Area (GOGA), Marin Headlands, located in Marin County, California, has a requirement for the grading and adding of material to fire roads, and shoulder grading of paved roads. The contractor shall provide all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization. The scope of this project includes, but is not limited to: 1) Grading, addition of like materials and restoration of drainage on the following fire roads, Alta, Bobcat, and Rodeo Valley for a total of approximately 306,804 SF. 2) Grading and adding of like material to the following three parking lots, T-1111, the roundabout, and bldg. 840 at the pump house near Capehart housing for a total of approximately 32,954 SF. 3) Preparation and placement of like material along the shoulder of the asphalt roads Conzelman, Field, and McCullough for a total of approximately 65,472 LF. 4) Provide and maintain traffic control during the construction of the shoulder work, parking lot and road grading to including flaggers, road closures, detour signs, barricades, cones, flashers, pilot car (if needed). 5) Prepare and complete a Storm Water Pollution Prevention Plan (SWPPP) for the Grading of Alta, Bobcat, Rodeo Valley, and shoulder work along Conzelman, Field, and McCullough Roads and associated parking areas. The disclosure of the magnitude of construction range is estimated to be between $100,000 and $250,000. This procurement is set-aside for Small Business (SB) concerns only. The North American Industry Classification System (NAICS) code is 237990; the small business size standard is $36.5 million. The Government intends to award a single, firm fixed price contract. Award selection shall be made on a ""Lowest Priced Technically Acceptable"" basis. The RFP will be available via electronic commerce only and may be accessed on or about July 17, 2020 at SAM/FBO: https://beta.sam.gov/. The due date for proposals will be 30 days after the date of issuance of the RFP. However, this may be extended at the discretion of the Government. The prospective Offeror is responsible for periodically checking the website for any amendments that may be issued prior to the closing date of the RFP. A Site Visit will be scheduled on or about July 31, 2020. See Section L of the RFP (when issued) for more information. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website. Interested parties may explore the GOGA website to acquaint themselves with the general area and to view park maps at http://www.nps.gov/goga. A contract award may or may not result from this solicitation, and all costs associated with preparing proposals are at the contractor's own expense.
