Description
This announcement constitutes a Solicitation notice in accordance with FAR Subpart 5.2.� The U.S. Army Corps of Engineers, Honolulu District hereby issues solicitation entitled, �Port Allen Deep Draft Harbor Maintenance Dredging, Island of Kauai, State of Hawaii,� as described within this announcement. This requirement is being solicited as an unrestricted procurement.� The North American Industry Classification Code (NAICS) for this requirement is 237990 (Dredging and Surface Cleanup Activities).� The small business size standard for this NAICS code is $30,000,000 average annual revenue.� [Note: To be considered small business for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.] The Government intends to award a firm fixed-price contract as a result of this solicitation.� Project Description:� This project is to conduct maintenance dredging by mechanical clamshell dredge to remove shoaled material within the Federal limits that has accumulated over time.� This maintenance dredging project is needed to restore Port Allen Deep Draft Harbor to its authorized depths and ensure continued safe vessel navigation. The major elements of this project include: pre-mobilization activities; compliance with all applicable environmental requirements; mobilization, which includes preparation of temporary construction staging; mechanical clamshell dredging of accumulated sediments estimated at 545,000 cubic yards (CY); transportation and disposal of material to the Port Allen Offshore Dredged Material Disposal Site; and demobilization, which includes the restoration of the temporary construction staging area to its original condition. The project magnitude is $10,000,000 to $25,000,000.� It is the bidder�s responsibility to check for any posted changes to the solicitation.� Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.� Bidders must have and/or maintain an active registration with the System for Award Management (SAM) website to be eligible for a Government contract award.� To register in SAM, go to https://www.sam.gov.� Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
