- The Federal Highway Administration (FHWA) is requesting qualification proposals from qualified 8(a) Small Business Design-Build Entities to be evaluated in Phase I of a two-phase procurement for the design-build project titled �Design-Build Turner-Fairbank Laboratory Renovations.� FHWA anticipates awarding approximately three (3) of the most highly qualified successful Offerors during the Phase I evaluation.�� In accordance with Public Law 104-106 (41 U.S.C. 253m) and FAR 36.301, use of two-phase design-build selection procedures are being conducted�for this requirement.�In Phase I of the two-phase design-build selection procedure, interested firms or joint venture entities (referred to as �Offerors�) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described herein and will short-list approximately (3) of the Phase I Offerors to compete for the design-build contract in Phase II. In Phase II, the short-listed Offerors will submit proposals in accordance with Section M of the Phase II RFP. Firms meeting the requirements described in this announcement are invited to SUBMIT A COMPLETED SF 330 electronically to HCFA-22SRI@dot.gov, no later than 07/20/2020, 0900 EDT. �� OFFERORS MUST HAVE A CURRENT (APPROVED) SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION PRIOR TO SUBMITTING A PROPOSAL IN RESPONSE TO THIS RFQ. This is NOT a request for proposal.� A solicitation package is not available. SUBMIT COMMENTS/QUESTIONS electronically to HCFA-22SRI@dot.gov no later than 07/10/2020, 1700 EDT. Please ensure all correspondence includes the solicitation number, 693JJ320R000018, in the subject line. Description of the Proposed Contract Services: The contract will provide for all design, construction, and construction management services necessary to design and renovate laboratories within the Turner Fairbank Research Highway Center (TFHRC) site. Services to be provided will include Architectural and Engineering (A&E) services, construction oversight, and general contracting renovation services for a design-build project for existing space renovations. Estimated Costs of Construction are between $1 million and $5 million. Proposed Contract Type:� Firm-Fixed Price. In conjunction with this RFQ, the FHWA provides a draft Statement of Work (SOW) which FHWA is seeking comments or questions. Comments or questions received in response to the RFQ may be incorporated into the Phase II Request for Proposal solicitation.
