Description
**Amendment 2, Extend proposal due date, Allow electronic submission of proposals, Additional changes in RED, Expect final amendment with updated plans and specs on or around 17 July 2020.** **Amendment 1, Time, date, and location for site visit added.** The design of the East Gate consists of providing a new canopy in the Access Control Zone and Approach Zone. The incoming traffic will require to go through the curved lane unless it is being inspected in the Approach Zone. The Security Forces are going to be able to park their vehicles in the Approach Zone and then walk to the inspection area through a sidewalk. A shelter is also provided in the inspection zone. As vehicles travel through the Response zone, the inbound lane is curved to ensure guards have nine seconds of response time to deploy the active vehicle gates. The passive vehicle barriers, listed in the most recent DoD Anti-RAM list, shall be situated around the perimeter of the East Gate. The outbound lane follows the same curvature as the inbound lane through the Response and Access Control Zones. In the Approach Zone, the outbound lane is minimally impacted. The existing chain-link fence and gate are modified according to the new geometry of the inbound and outbound lanes. The project also consists of providing a generator pad for emergency backup power and providing a connecting point to the existing automatic transfer switch for the critical power systems and existing pop-up vehicle wedge barriers. The uninterruptable power supply is required for many electronic systems and the active vehicle barrier. Other electrical systems needed are an IDS and CCTV infrastructure. And a new advanced meter is required. A new full set of traffic signs for the East Gate and City of Layton are needed. The traffic signs go all the way to the intersection of Fairfield Rd and 6th St. Also, a new set of luminaries with lighting protection shall be constructed for the East Gate and in the City of Layton. The construction of the project will be divided into two phases to allow one lane open at all times. Precise grading that ties into the existing terrain is crucial for the success of the project. The existing infrastructure, such as the asphalt, chain-link fence, booths, and buildings in the Access Control Zone shall be incorporated into the construction. Demolition shall be performed as needed to tie-in the new features to the existing infrastructure.
