AMENDMENT 0002 - Effective Date: 10 July 2020 The Government sincerely appreciates your patience and understanding during these unprecedented circumstances. Due to the impacts of COVID-19, the Government has issued Amendment 0002 to Solicitation FA300220R0007 � Vance AFB Base Operations Support (BOS), posted to beta.SAM.gov on 20 March 2020. The proposal submission date is revised: From: NLT 10:00 AM Central Standard Time on 20 July 2020 To: NLT 10:00 AM Central Daylight Time on 19 October 2020 The proposal submission date is subject to change based on the anticipation of a site visit. Please reference beta.SAM.gov for the official posting and attachment �Solicitation Amendment � FA300220R00070002� (Standard Form 30 Final/Effective Date: 10 July 2020). The submission date for evidence of an approved accounting system in accordance with Attachment 14 � Section L,� Instructions, Conditions and Notices to Offerors, para 5.2.1.1 has been extended to reflect the date of proposal submission. The Government will continue to monitor the situation and will notify all contractors, via beta.SAM.gov, as more information becomes available. An additional amendment will be forthcoming addressing the pre-proposal conference, as well as responses to the Question and Comment Worksheet � Round One. Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued. ************************************************************************* ORIGINAL POSTING The 338th Specialized Contracting Squadron (SCONS), at Joint Base San Antonio (JBSA) � Randolph, Texas (TX), is issuing this Solicitation for non-personal services of Base Operations Support (BOS) at Vance AFB in Enid, Oklahoma (OK).� The solicitation identifier is FA300220R0007.� The North American Industry Classification System (NAICS) code 561210 - Facilities Support Services, with a small business size standard of $41.5 million, Service Code: S216, Facilities Operations Support Services.� The period of performance will consist of a 45-day mobilization period, a 12-month base, four (4) 12-month options, and the possibility of two (2) 12 month incentive options.� The proposed solicitation will be a 100% Small Business (SB) set-aside. This requirement involves providing non-personal Base Operations Support (BOS) for the 71st Flying Training Wing (FTW) located at Vance AFB, near Enid (Garfield County), OK. The 71st FTW supports one wing, with a permanent party population of about 2,150 and roughly 3,100 additional beneficiaries of installation services.� The Wing exercises stewardship over an installation comprising of 294 facilities and three runways on 2,123 acres. Additionally, the requirement includes Kegelman Auxiliary Airfield (AAF), near Jet, OK, comprising of 34 facilities and one runway on 1,066 acres.� The Wing's primary mission is threefold; (1) the execution of the Specialized Undergraduate Pilot Training (SUPT) Program; (2) the preparation of forces to support mobility taskings; and (3) the execution of mission directives.� The services included are Civil Engineering, Fire and Emergency Services (F&ES), Logistics, Communication and Information Technology, Community Services, Furnishing Management Office (FMO), and Visual Information Services. The above description of work is for the purpose of general information only and is not intended encompass the entire scope of work. A pre-proposal conference is expected to occur prior to proposal submission date, however, due to COVID-19 the conference dates are postponed at this time. The conference is expected to be held at Vance AFB, OK over a 5 day period, with the first and last day as travel. The Government will continue to monitor the situation and will provide updates as more information becomes available.� The Government will host two rounds of questions. The first round of questions must be submitted by 20 April� 2020�NLT 10:00 AM�CST.� Please submit all questions to the POCs listed below.� The second round of questions will be accepted following the pre-proposal conference at Vance AFB, Oklahoma. More information will be provided at a later date. The Government will attempt to answer all questions, but will not accept questions submitted after the due date stated above.
