Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for software development services as a logical follow-on effort to the current JICAP development. �DTRA intends to issue a sole source contract to pExchange LLC., 4250 Fairfax Dr., Suite 600, Arlington, VA 22203-1665 under the authority of FAR 13.106-l(b)(l)(i).� The government believes that pExchange LLC is the only source capable of completing the final phase of software development necessary to integrate the current JICAP system into the Army�s cProbe environment and that no other vendor is able to satisfy this requirement. �The NAICS Code for this procurement is 5415112.� The Government intends to acquire commercial items and servicesusing the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. �A determination by the Government not to compete this proposed follow-on effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.�
