Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) May 26, 2020 36A776-20-AP-2295 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation (IOT&A) Services in support of a new Outpatient Clinic in Tyler, Texas 100% Service-Disabled Veteran Owned Small Business (SDVOSB) SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of a new Outpatient Clinic within the North Texas VA Health Care System (NTXHCS) in Tyler, Texas. This requirement supports VHA's mission by providing contractor support services to help bring the Tyler, Texas Outpatient Clinic into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (18) eighteen months. The NTXHCS was approved for a major lease to expand services for Veteran healthcare. This project proposes to lease a new Outpatient Clinic in Tyler, TX. This project is approximately 53,267 net usable square feet (NUSF) in addition to 327 parking spaces. The clinic is classified as a multi-specialty clinic and will allow an expansion to the current footprint for Primary Care, Mental Health, and Specialty Care services, as well as needed new services such as Radiology, Pharmacy, Prosthetics, Eye Clinic, Dental, Cardiology, Audiology and Laboratory. The work required under this requirement is expected to consist of the following services in support of this new facility activation: Project Management Services; Interior Design and Space Planning; Furniture Fixtures and Equipment (FF&E) Planning Support; Acquisition Services; Concept of Operations (CONOPS) and Transition Planning; Relocation, Delivery, and Installation Services; Training and Simulation; Strategic Communications (STRATCOM) Support Services; and Biomedical Planning, Execution, and Quality Assurance. Activation is defined as the process of identifying, planning, managing, and executing the logistical and operational requirements to bring a new medical center into full planned operations. The medical center assigns VHA staff to an Activation Team which is responsible for managing the Activation Project and ensuring the medical center is in full planned operations on Day One (the first day clinical services are scheduled to be available to Veterans). The Day One date is currently estimated to be in September 2021. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.fbo.gov for download on or about June 15, 2020. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be July 10, 2020. Solicitation initial posting date and the closing date are subject to change as necessary.
