- Amendment 0003 USS NEW YORK (LPD 21) FY21 DOCKING SELECTED RESTRICTED AVAILABILITY (DSRA): The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-20-R-4417 for the execution of the FY21 USS NEW YORK (LPD 21) Docking Selected Restricted Availability (DSRA). The availability includes a combination of maintenance, modernization, and repair, and is expected to require a highly capable contractor with substantial facilities, to include an USS SAN ANTONIO class capable pier as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair, and modernization. The availability is competed on a coast-wide basis. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for the requirement and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). The solicitation is issued electronically via beta.SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor the beta.SAM.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. This�posting does not include all the relevant J attachments.� To received access to Attachment J-1 (Specification Package No. TPPC-LPD21-MARMCN20-CN01 REV2), Attachment J-2 (Work Item Plans, Drawings, and Other References), Attachment J-3 (Execution Milestones and Key Event Dates), Attachment J-4 (USS NEW YORK Pricing Workbook), Attachment J-9 (Compartment Closeout List) and Attachment S-6 (Value Adjusted Total Evaluation Price Reduction Tables), provide a written request to Contract Specialists, Brian Romano at brian.romano2@navy.mil and Jacqueline Black at jacqueline.black@navy.mil, with a copy to the Contracting Officer, Daniel Magrino at daniel.magrino@navy.mil.� These attachments may be transmitted via email or DoD SAFE. The Government does not anticipate requiring access to any confidential/classified information for the work associated with this solicitation.� If a potential Offeror would require access to this type of information, it is requested that the Offeror submit a Pre-proposal inquiry (PPI) in accordance with solicitation requirements. The Government anticipates making a single award on or around November 2020. The availability start date is anticipated to be March 2021.
