Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: 1305M2-20-Q-01654 Project Title: Andros Boatworks Bonefish 22- GOV Edition � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Andros Boatworks, Inc., 5697 Pinkney Ave, Sarasota, FL, 34233, for a Bonefish 22- GOV Edition boat with motor, tower, and trailer for the National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center (SEFSC) in Miami, FL. The North American Industry Classification Code (NAICS) for this acquisition is 336612, Boat Building, with a business size standard of 1,000 employees. Sole Source Justification Andros Boatworks, Inc. is the sole manufacturer and distributor of the Bonefish 22-GOV shallow-draft boat.� The SEFSC Sea Turtle Program conducts extensive field operations in shallow coastal waters of the Gulf of Mexico and Atlantic Ocean, requiring that a shallow-draft boat (?12� draft) be used and requiring a tower driving position to effectively and efficiently survey for, and capture, sea turtles. The vessel must have a narrow beam and high maneuverability. In addition, the vessel must be built and designed to incorporate a tower as an elevated driving position. The vast majority of manufacturers have aftermarket companies install towers if the customer asks for one and/or simply bolt one to the deck even if the vessel is not engineered to have the tower. Andros Boatworks builds all their vessels with the tower incorporated into the design to provide a stable and safe tower as it is mounted to the stringers of the hull and not simply bolted to the deck. No other manufacturer builds such a vessel.� At present, the SEFSC Miami, has no small boats with a tower or are suitable for supporting nearshore monitoring and research. If a replacement boat with the required tower integrated is not acquired, SEFSC-Miami will lose its capacity to conduct nearshore research and monitoring of sea turtles. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to natasha.thieman@noaa.gov. �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
