Description
NOTICE OF INTENT TO SOLE SOURCE The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Toptica Photonics of Farmington, NY, under the authority of FAR 13.106-1(b) Soliciting from a Single Source, High Power Tunable 459nm to 461 nm Laser System for use on experiments for atomic strontium and cesium Rydberg atoms at NIST per the attached specifications. Based on market research, NIST has not identified any other sources that can provide the required product. If NIST identifies no other capable sources by July 14, 2020, NIST will issue a firm-fixed price purchase order to Toptica Photonics. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334413 for Semiconductor and Related Device Manufacturing, and the size standard is 1,250 employees. �A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to patricia.rose@nist.gov. No telephone requests will be honored. JUSTIFICATION: For experiments on research of a compact optical frequency reference based on Strontium, a semiconductor 461 nm laser system with at least 110 mW of power available after an optical isolator providing isolation of at least 35 dB is required.� The laser will also be used for experiments on cesium Rydberg atoms, which requires the laser to be tunable to 459 nm with similar power.� For both experiments a laser with a narrow linewidth of less than or equal to 150 kHz is required. For stable operation, the output of the laser to be able to be directly coupled into a single mode polarization maintain fiber, mounted directly to the laser head is required.� The laser must have a mode hop free tuning range of >20 GHz for stable operation.� The laser system must also include necessary control electronics for operation of the laser including current and temperature control and piezo scanning with a remote computer interface. Only the� DLC DL PRO HP 461 with additional fiber coupling options from Toptica Photonics meets all specifications for tuning range, output power, fiber coupling and control electronics for the required high power tunable semiconductor laser near 459nm to 461 nm.
