N0016420SNB75 � REQUEST FOR INFORMATION � SHORT RANGE WEAPON MOUNTED THERMAL CLIP ON SIGHT, FSC: 5855 � NAICS: 334511 ISSUE DATE: 10 JULY 2020����� CLOSING DATE: 25 AUGUST 2020������ MARKET SURVEY - REQUEST FOR INFORMATION: The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes relative to technologies for a Short Range Weapon Mounted Thermal Clip On Sight.� Request for Information (RFI) is sought for systems with the following characteristics: Weight: ? 13oz (including batteries) Length: ? 6 inches Image Shift is user adjustable for POA/POI error to within 0.5 MOA FOV ?17� when used with 1X Scope Battery Life: ? 2.5 hours on single set of batteries Detect: ? 600 meters Recognize: ? 350 meters Identify: ? 50 meters Positive Identification: ? 30 meters Compatibility:� Used as a clip-on sight with day optic on a MIL-STD-1913 for scopes ranging in magnification power 1X-8X. Optical Centerline: Center of rear aperture must be 1.535 � 0.05 inches. Includes a mount that articulates the thermal sight out of axial alignment with the direct view optic, with a quick detach feature, that when returned to axial alignment with the direct view optic maintains ? 0.5 mrad mechanical alignment to center of direct view optic optical axis. Definitions for Detect, Recognize, Identify, and Positive Identification are as follows: Detection refers to the range at which a potential target can be distinguished from the surrounding background conditions by an operator. Recognition refers to the range at which a potential target can be distinguished from similarly classed military objects by an operator (e.g. wheeled armored vs. wheel soft vs. tracked). Identification refers to the range at which a potential target can be identified by an operator for specific military or commercial designation (e.g. weapon or non-weapon, AK-47 or broom). Positive identification refers to the range at which an operator can positively identify facial, clothing, weapon and vehicle features, or an activity. At a minimum, the following information is requested: System characteristics; sensor resolution, pixel pitch, display resolution, field of view, angular magnification of sight, optional lenses, optical zoom, digital zoom, diopter setting(s), optional reticles, centerline height, eye relief distance Current system immersion capability and trade space analysis to make system compliant if not already compliant to 66ft immersion for 2 hours. Specifically address ability to be used as clip on including; display viewing angle, accuracy of unity magnification, recommended day optic magnification minimum and maximum, zero diopter setting (If variable diopter is included in design, describe how the operator can determine when the diopter is in the proper setting to allow collimated light from the thermal to the direct view optic for �clip-on mode�), boresight retention Assumptions used to determine detection and recognition distances of man-sized targets Type of remote provided with system, number and type of batteries, other ancillary equipment Connectivity characteristics; wireless connectivity, video output, image and video storage Ability of the system to get wired or wireless software/firmware updates via a web based protocol. Battery Life; State at what temperature range and operational conditions battery life was tested to or is claimed valid Weapon shock testing (# of rounds on what caliber platform(s)) Environmental testing (at what temperatures, cycles, etc.) including which performance characteristics are meet over temperature Interested parties are strongly encouraged to submit responses (commonly referred to as �white paper�).� This white paper should not exceed 30 pages written (Times New Roman, 12 font) or MS PowerPoint slides, (exclusion of supporting information such as commercial literature, catalogues, manuals, etc.), with an executive summary (one page or less) on the effort, a technical description detailing how performance characteristics are met, identification of risks, current Technology Readiness Level (TRL), operational availability data, Reliability-Availability-Maintainability (RAM) data, and production readiness data. �Interested sources should submit their white paper electronically. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.� In addition to the above submission, all interested parties are requested to fill out and return the attached Market Research Questionnaire included with this announcement (attachment 1). Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
