- THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Great Smoky Mountains NP (GRSM) will be contracting for repairing and resurfacing asphalt pavement roads, which include roadway milling, roadway paving with separate binder and surface courses, paved drainage swale installation, and draining structure and pipe install projects. Located at Chimney Picnic Area. The Chimneys Picnic Area is located on Highway 441 (Newfound Gap Road) approximately 3 miles southeast of the Sugarland�s Visitors Center in Gatlinburg, Tennessee. Sevier County. This proposed acquisition will be 100% small business set-aside procurement. The NAICS code is 237310 HWY, Street, and Bridge Construction. Size Standard in millions of dollars: $39.5. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $400,000 and $ 1,000,000.00. The solicitation, plans, and specifications are expected to be posted on or about July 27, 2020 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by May 3, 2020 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. NOTE: No additional information is available until the solicitation is released.
