Description
The Department of Veterans Affairs, Network Contracting Office 16 Notice of Intent to Sole Source in accordance with FAR 13.106-1(b)- Soliciting from a Single Source to the Carestream Health, Inc. located at 150 Verona St Rochester, NY, 14608-1733 under the Department of Veterans Affairs National Acquisition Center (VA NAC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract (SPE2D1-17-D-0019) providing calibration and preventive maintenance inspections, accidental damage plans, software upgrades, and x-ray tube coverage on Carestream DRX-revolution mobile x-ray system and Carestream DRX-1C detector for DRX-revolution devises owned and located at the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Blvd. Building #100; Houston, Texas 77030. Title of Project: Services Carestream DRX-revolution mobile x-ray system and Carestream DRX-1C detector for DRX-revolution preventive maintenance services. Scope of Work: Contractor shall provide calibration and preventive maintenance inspections, accidental damage plans, software upgrades, and x-ray tube coverage on Carestream DRX-revolution mobile x-ray system and Carestream DRX-1C detector for DRX-revolution devises owned and located at the MEDVAMC located at 2002 Holcombe Blvd, Houston, TX 77030. General Requirements: The MEDVAMC is requesting services for the above to include the following coverage options. The Contractor shall provide calibration and preventive maintenance inspections, accidental damage plans, software upgrades, and x-ray tube coverage. The Contractor shall provide calibration and preventive maintenance, accidental damage plans, software upgrades, and x-ray tube coverage services by authorized Service providers of the equipment listed above. The calibration procedure shall consist of calibrating the entire instrument to traceable calibration standards. The instrument shall be cleaned. Worn or defective parts shall be replaced when necessary, as per original equipment manufacturers (OEM) specifications. Preventive maintenance inspections shall be scheduled at least three (3) days in advance with the Contracting Officer Technical Representative (COR). Service also includes all necessary intervening service calls required to replace any worn or defective part needed due to instrument failure. NAICS Code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance with a Small Business Size Standard is $22.0 million. PSC Code is J065 - Maintenance and Repair of Medical, Dental and Veterinary. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above general requirements. A determination not to compete is solely within the discretion of the Government. Interested parties may identify their interests and capability to respond to this requirement within seven (7) calendar days of the publication of this notice by 11:00am (CT). This notice of intent is not a request for competitive proposals, solicitations, or request for offers. This notice of intent could be considered as a source sought to identify other sources that are capable of providing services. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence demonstrating their years of experience outlined above with the firm, subject matter expert, and OEM: Carestream as requested. An authorized third-party Carestream OME letter/memo is essential. No telephone inquiries will be accepted. Responses must be emailed to shasta.britt@va.gov.
