Description
The U.S. Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide dredging and construction services under the Great Lakes Dredging Multiple Award Task Order Contract�(MATOC). The total cumulative amount of the contract shall not exceed $130 million and is divided between two MATOC pools; an Upper Great Lakes Pool with $85 million in contract capacity and a Lower Great Lakes Pool with $45 million in contract capacity. Each MATOC will include a four year ordering period for individual task order used for maintenance dredging and associated construction services within the boundaries of the USACE Great Lakes Districts which include; Buffalo, Chicago, and Detroit Districts. Individual task order shall be awarded on a firm-fixed price basis and shall not exceed $6 milllion.� Task orders require contractors to mobilize dredge to the project location and dredge between the upstream and downstream limits shown the on the respective plans. Placement of dredged materials may include; shoreline as beach nourishment, within confined disposal facilities (CDFs), dredged materials disposal facilities (DMDFs), or as indicated in the task order. CDF, DMDF, site work, surveys, environmental compliance, and other associated work. may be required as indicated in on the task order plans and specifications. Demobilization once complete. The contractor will be responsible for all labor, equipment, and materials associated with each respective task order.� The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $30 million (dredging) in average annual receipts.� The Government intends to make an award to each and all qualifying offerors. A qualifying offeror is an offeror determined to be a responsible source, submits a technically acceptable proposal which conforms to the requirements of the solicitation, and the Contracting Officer has no reason to believe would be likely to offer other than fair and reasonable pricing. In accordance with FAR 15.304(c)(1)(ii), Evaluation Factors for Certain MATOC or Indefinite Delivery Indefinite Quantity (IDIQ) Contract,�cost or price will not be an evaluation factor for award of base contracts. Price will become an evaluation factor for award at a task order level.� This Request for Proposal (RFP) is intended to be issued as a 100% set-aside for small businesses and�the government intends to award to all qualifying offerors.� Preproposal Conference date: A virtual preproposal conference will be held for industry to answer questions or inquires with a special notice to be posted to beta.sam with the meeting invite information.�� Upper Great Lakes Pool: Lake Superior, Lake Michigan, Lake Huron, and Detroit District portion of Lake Erie�(includes harbors and connecting channels)� Lower Great Lakes Pool: Lake Ontario and the Buffalo District portion of Lake Erie (includes harbors and connecting channels)� The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via beta.sam.gov which is free of charge. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this presolicitation notice or the upcoming solicitation. Please note the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the ""Interested Vendors List"" found on beta.sam.gov for this solicitation.� In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Managment (SAM) prior to submission of bid. Contractors can access SAM free of charge at www.sam.gov.�
