Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Geokon, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL�s Terrestrial & Cryospheric Sciences Branch in Hanover, NH seeks to procure ten (10) Geokon 4351 biaxial vibrating wire stress meters that will measure dynamic pressures in sea ice, and one hundred (100) feet of data connection cable with suitable materials and function that will operate in Artic sea ice during winter conditions with temperatures reaching -60C, heavy snow conditions, and winter exposure. The required Geokon 4351 vibrating biaxial stressmeter shall include the following: � Ten (10) Geokon biaxial vibrating wire stressmeters (model # 4351) � One hundred (100) feet TPR cable for Ice Gage, 6-pair, 20 gage The biaxial vibrating wire ice stress sensors shall adhere to the following specifications: Standard Range: 70 MPa Resolution: 14 to 70 KPa Accuracy: �0.1% F.S. Temperature Range: ?60�C to +80�C Borehole Diameter: BX (60 mm) � Shall be portable (small and light enough to be carried by one-to-two people) and fit inside boreholes drilled by equallyportable powered augers. � Shall be field-deployable in size, transportable by snowmobile or sled. Geokon, Inc. was identified as the only manufacturer of the required vibrating biaxial ice stress meter. This biaxial ice stress meter was designed and built specifically for use in sea ice by Geokon, in conjunction with CRREL researchers. The 4351 series of ice stress meters is only produced and distributed by Geokon, Inc. There are other similar commercial sensors on the market but there functionality or intent of their measurements is not the same and none provide any services required by a biaxial vibrating wire ice stress sensor. Geokon�s model 4351 is the only source of vibrating wire ice stress meters to use when measuring forces within sea ice as is evident by the many journal articles that have been written using this technology. The associated North American Industry Classification System (NAICS) code is 334513, which has a size standard of 750 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 9 July 2020 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
