Description
Special Notice: TREX-19-0067 Contract Number: W900KK-20-9-0008 On July 8, 2020, in accordance with 10 U.S. Code � 2371b, the Army Contracting Command � Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for the Joint Light Tactical Vehicle (JLTV) Hands On Trainer (HOT) Prototype Project. A Request for Solutions (RFS) for this effort was issued through TReX on April 3, 2020, which resulted in the submittal of four total responses. Following evaluation, one vendor was selected for Statement of Work (SOW) collaboration. The vendor to receive award of a prototype project was AVT Simulation located in Orlando, FL. The total value of this prototype project is $4,456,391 for all phases of this effort. The Army desires to extend the FMT Product Line to incorporate a JLTV HOT into the existing Product Line portfolio.� HOTs are physical mockups or modified tactical components of a vehicle or vehicle subsystems.� They emulate the operational and functional capabilities of the subsystem to allow training on maintenance and troubleshooting tasks.� The current training concept uses operational vehicles with test boxes, which allow the instructor to inject faults into the operational vehicle.� This method does not allow for tracking, guiding, or recording student�s steps to provide them with constructive real-time feedback from the Instructor during the performance of the troubleshooting lessons.� Instead, students are typically faced with an undesirable �trial and error� approach until the associated corrective action is successfully completed.� The trial and error process also results in additional costs due to broken components and repeated wear and tear on the operational vehicle. The purpose of this effort is to analyze existing FMT-CC Diagnostic & Troubleshooting Trainer (DTT) architecture, baseline, design documentation and the JLTV in order to develop and successfully demonstrate a single JLTV HOT production-ready, prototype unit. The successfully completed JLTV HOT prototype will enhance the effectiveness of the maintenance training and reduce training sustainment costs. Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. At a minimum the following RFS requirements will be validated. Technical Objective #1: analysis, development, and validation of a generic architecture and design approach that is consistent and compatible with the FMT-CC PL Architecture. Technical Objective #2: development of the training paths from the Technical Supplements and the development of a JLTV HOT System Specification. Technical Objective #3 and #4: development and demonstration of JLTV HOT prototypes based on the validated generic HOT architecture and demonstration of JLTV HOT prototypes based on the validated generic HOT architecture and System Specifications. All technical objectives will incorporate the FMT-CC PL Instructor/Operator (IOS) software and interoperate with the FMT-CC PL Training Management System (TMS). Note: Should the selected vendors fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
