Page 3 of 3 THIS IS A SOURCES SOUGHT NOTICE FOR SUPPORTIVE SERVICES FOR VETERANS FAMILIES (SSVF) AND GRANT AND PER DIEM (GPD) GRANT MANAGEMENT SOFTWARE HOSTING. SCOPE: The contractor shall provide a robust grants management software platform that will support the tracking, monitoring, reporting, and comprehensive application, review and award cycle of grants administered by the VA s Supported Services for Veterans Families (SSVF) and Grant and Per Diem (GPD) program. SERVICES REQUIRED BACKGROUND. This SSVF program was authorized by 38 U.S.C. 2044 and implemented by a final rule, published in the Federal Register on November 10, 2010. The program s purpose is to provide supportive services grants to eligible entities (private non-profit organizations and consumer cooperatives) to facilitate the provision of supportive services for very low-income veteran families who are occupying permanent housing. A very low-income veteran family is defined as a veteran who is a single person or a family in which the head of household, or the spouse of the head of household is a Veteran. The VA s SSVF program office is responsible for making awards to eligible entities and monitoring the implementation and ongoing operations of SSVF grantees. GPD is authorized 38 United States Code (U.S.C.) 2002, 2011, 2012, 2061, and 2064. Regulations governing the GPD Program are found at 38 C.F.R. Part 61. The GPD Program provides safe supportive housing and supportive services for homeless Veterans through grants with community-based programs. The GPD National Program Office is responsible for; (1) Ensuring nonprofit organizations and public entities, which receive GPD funding are selected and rated according to criteria stated in 38 C.F.R. ยง 61;(2) Ensuring funds for acquisition, new construction, rehabilitation, vans, case management grants and special needs grants are distributed to the GPD grantee promptly; (3) providing guidance and oversight based on regulation and applicable laws. TASKS The contractor will be expected to host an online grants management system that is designed to support the tracking, monitoring, reporting, and comprehensive application, review and award cycle of grants administered by the SSVF and GPD program. Access to the application must be customizable so that SSVF and GPD program administrators can designate users as having full access, read-only access, and further limit access to what grants and/or types of information may be viewed by specific users. The grants management software provided must allow for on-demand access to information contained in the grant applications and the grantee s ongoing use of grant resources. The grants management software will provide online access to a vendor (contractor) hosted system and offer flexible and configurable tables, forms, fields, reports, and dashboards to meet the broad range of grant administration and monitoring activities to be implemented, as well as the ability to set up workflows that automate monitoring through stages and offer user activity history. The contractor will also offer a split system configuration for both SSVF and GPD programs in addition to consultation and recorded product trainings for SSVF and GPD staff. Contractor shall ensure staff have the appropriate professional background and experience to develop and create unique outreach, educational and informational communication products related to women s health, Veteran outreach and social/cultural campaigns. Staff involved in the creative development process must possess good organization analytical skills, have the ability to implement their own ideas and/or build on ideas generated by Women s Health, and have demonstrated professional and expert knowledge of creative tools such as graphic design and video production programs. Staff involved in the writing process should have demonstrated experience working in a technical writing position, excellent written and verbal communication skills, able to write in explanatory and procedural styles for multiple audiences (including general public), editorial skills, and skilled at prioritization and multi-tasking. A medical/scientific writer will be utilized when developing materials of a medically complicated nature.
