This is not a request for proposal, but a survey to locate potential sources.� This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. The Contractor shall provide all necessary equipment and materials for one (1) Scanning Electron Microscope (SEM) that meets the following minimum Government technical specifications and requirements.�� The SEM shall have Cerium hexaboride filaments (CeB6) electron source of ~10x brighter than Tungsten (W) source resulting in higher imaging resolution and better image quality and ~30x longer life time than W. The SEM�s lifetime of the electron source shall not be shortened when operating in low vacuum. The SEM shall fit on a tabletop not exceeding 48� long by 24� wide. The SEM shall be equipped with all hardware and software for standard operation, data acquisition and analysis. The SEM shall be capable of imaging samples up to 100mm wide, 100mm long and 65mm tall. The SEM scan area shall be up to 100 mm x 100 mm. The SEM shall have image resolution up to 2048 x 2048 pixels or more. The SEM shall be equipped with a high definition backscatter detector. The SEM shall be equipped with an Everhart-Thornley secondary electron detector. The SEM shall have capability for energy dispersive x-ray spectroscopy. Capability shall include both hardware and data acquisition and data analysis system. The SEM�s shall have capability of rapid sample loading/unloading in less than 45 seconds; integrated optical microscope/camera for continuous navigation under vacuum, both digital and manual navigation control. The SEM vibration shall be insensitive: no special anti-vibration table is required. The SEM shall have a motorized stage as standard. The SEM shall have a large sample stage: 10 cm by 10 cm, can include igniter components that were not before possible to image as a complete piece. The SEM shall have both high and low vacuum modes: ideal for both conducting and insulating samples (without coating), cold sputtering equipment not required. The SEM shall provide a resolution of under 10nm at 10kV or less accelerating voltage, both in backscatter and secondary electron imaging modes. The SEM shall support adjustable acceleration voltages ranging from 5 kV (or lower) and up to at least 20 kV The SEM shall require low maintenance cost and high uptime (always ready to use). C.
