Description
Camp James A. Garfield Joint Military Training center is seeking work to improve the current 18 track rail yard into a smaller, more functional 4 to 5 track rail yard with additional staging area capacity.� This project shall be completed in accordance with the standards and specifications provided by Camp James A. Garfield�s Department of Public Works. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. USPFO-OH intends to issue a solicitation and award of a contract to �Rail Yard Rehabilitation�on CJAGMTC�. Project Scope. Project site is located on the Camp James A. Garfield Joint Military Training Site (CJAGJMTC), 8451 State Route 5 Ravenna, Ohio 44266. Work to be accomplished includes the removal of a significant amount of the existing track and its components and the clearing of vegetation in the work area.� Followed up with the construction of a new four (4) track loading ramp. Re-configuring and necessary improvements of the remaining track into the facility and the construction of at least two (2) tracks and up to four (4) tracks to the new loading ramp. In addition, One (1) track to support loading and unloading of the military Rough Terrain Container Handler (RTCH) system may be added at a later date that is separate from the loading ramp. Coordination with OHARNG Environmental for a Detailed Environmental investigation of the site for Areas of Concern (AOC) and vegetation clearing outside of the work area will be the minimum required to facilitate access to the work area. Vegetation clearing will comply with the Environmental Procedures regarding size, seasonal restrictions, and protection of nesting birds, bats, and other species. All areas disturbed by construction shall be reseeded and mulched and a grass cover established as required in the Environmental Procedures The magnitude of this project is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 20 July 2020. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (see attached) and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
