- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation, number 80JSC020Q0008, is issued as a Request for Quote (RFQ) for a Femtosecond Laser Ablation System.� SEE ATTACHED STATEMENT OF WORK. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. Delivery to NASA Johnson Space Center 2101 NASA Parkway Houston TX 77058 is required 8 months after award date.�� Delivery shall be FOB Destination. The following clauses and provisions are incorporated (full text of the clauses and provisions may be accessed electronically at https://www.acquisition.gov/browse/index/far or https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf) Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors -- Commercial Items (JUN 2020), which is incorporated by reference. FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (JUN 2020), or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2018) is applicable.� FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (JUL 2020), is applicable and the following identified clauses are incorporated by reference:� See attached terms and conditions. Responses to this combined synopsis/solicitation must be received via email to Julie Nolin at Julie.d.nolin@nasa.gov no later than 4:30 P.M. Central Standard Time on 07/13/2020.� Responses should include the solicitation number 80JSC020Q0008. All contractual and technical questions must be in writing (via e-mail) to Julie Nolin at Julie.d.nolin@nasa.gov no later than 4:30 P.M. Central Standard Time, 07/08/2020.� Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3 (JUN�2020), Offeror Representations and Certifications - Commercial Items with their offer.
