Page 3 of 3 The Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office-West, Network Contracting Office 22G (NCO 22G)- Southern Arizona Veterans Affairs Healthcare System (SAVAHCS) Tucson, AZ intends to solicit for a firm-fixed price contract to provide Construction services necessary for project 501-CSI-108, Nuclear Med Support Space, at the New Mexico VA Health Care System (NMVAHCS) in Albuquerque, New Mexico. The Invitation for Bid (IFB) will be issued in accordance with FAR Part 14 and 36. The contractor shall completely prepare project site for operations, including demolition and removal of existing site elements, and furnish labor and materials and perform work for Project 501-CSI-10, Prepare Site for Nuclear Medicine Support Space, Building 41 as required by drawings and specifications. The project includes modifications to existing HVAC, plumbing, electrical, IT, fire suppression systems and architectural renovation of the space with built-in counters and cabinetry as required by drawings and specifications. The overall project will be performed within the following existing rooms/ located on the first floor of the VA Medical Center: Building 41, 1B-160, 1C-160G and the interstitial spaces directly above and below the subject rooms. Bids will be evaluated using Low Price in accordance with FAR 14.104 to the responsible bidder whose bid is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and the price related factors included in the invitation. The award will be made on either the bid price for individual items or the summary bid price for all items, whichever results in the lowest price to the Government. Therefore, to assure proper evaluation of all bids, a bidder quoting a summary bid price must also quote a price on each individual item included in the summary bid price. Failure to do so will be cause for rejection of the bid as being non-responsive and non-conforming to the to the solicitation. Solicitation Release: NCO 22G anticipates issuing a solicitation for this requirement on or about July 20, 2020. The solicitation and associated documents will be available for review on the Federal Contract Opportunities website at https://beta.sam.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. Interested vendors will be responsible for downloading copies of the solicitation package, drawings, specifications and subsequent amendments. The Government will not provide paper copies of the solicitation. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. This solicitation will be issued pursuant to the Veterans First Public Law 109-461, 38 U.S.C. 8127 and 8128109-461 as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set Aside. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. The solicitation will provide instructions about the proposal submission process. A virtual public bid opening will occur by teleconference. A phone number and code will be issued to all offerors. Public bid opening information will be issued with solicitation or amendment. Once the offeror has submitted their Bid to the Contracting Officer per instruction of solicitation, offeror shall RSVP by email to the Contracting Officer with a list of participates noting: Full Name, Company Represented, Phone Number, and Email of those you wish to be on the call. Offerors Mailing List: Prospective Offerors are encouraged to register their interest in the solicitation on the FCO website (https://beta.sam.gov) so that they are notified of the issuance of the solicitation and any amendments. Individual copies of the Bidder s Mailing List will not be prepared nor distributed by the Contracting Officer. Delivery Schedule/Period of Performance: within two hundred and seventy two (272) calendar days of receipt of the Notice to Proceed. Magnitude of Project: Between Between $100,000 and $250,000. Registration is free; however, processing time should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this notice.
