Small Business Set-Aside
HZC Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13)
 
Description
This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone Small Business certified at time of award. The project consists of one line item. Line item one: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to install handrails on the concrete steps behind Bldg. 407.� Construct concrete steps between Bldg. 126 and the water tower where the two sidewalks connect.� Install handrails along the entire sidewalk and new steps between Bldg. 126 and the water tower.� Replace the concrete steps at Bldg. 101 and add handrails.� Replace the concrete ramp by lodging with concrete steps and appropriate handrails.� Reduce the slope of the concrete sidewalks near lodging by excavating and grading, then replace the concrete sidewalks with an acceptable degree of slope.� Remove and replace various sidewalks that are heaving at buildings 504, 538, 101, and near the fitness center.� Modify the door at Bldg. 113 to be handicap compliant and construct a concrete handicap ramp. Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 910th AW (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473. The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 60 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $36.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the site for federal business opportunities at https://www.beta.sam.gov and should be available on or about 3 June 2020. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 7 July 2020 at 10:00 AM EDT and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the beta.sam.gov website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on or about 17 June 2020. See attachment 6 for site visit requirements.� All responsible sources may submit a proposal which shall be considered by the Air Force Reserves.
