Description
The Headquarters Marine Corps (HQMC), Plans, Policies and Operations (PP&O), Security Division (PS), Law Enforcement & Corrections Branch (PSL) intends to issue a solicitation, M95494-20-R-0020, for profession services in support of the Marine Corps Military Working Dog (MWD) Program. The purpose of this requirement is to acquire technical, analytical, logistical, acquisition and financial support services for the MWD program and its mandated mission. The Contractor shall be capable of working independently without management or administrative support required. The MWD program manager is responsible to provide trained dogs, handlers, and support equipment that are unique to MWD requirements. The program office now has an initiative in process to provide using units with MWD approved product listing (APL) equipment for individual issue, facility/training, and deployment. In 2020, HQMC announced a significant law enforcement organization change that will impact the MWD community starting in FY21. Over the next 5 years, the MWD program staff will be involved in developing comprehensive plans to restructure all aspects of MWD support; to include, but not limited to, manpower, Table of Equipment (T/E), concepts of employment, MWD capability requirements, MWD/personnel training, career path development, budget development, and policy. The DoD Family of MWD (FoMWD) Capability Production Document (CPD), approved by HQMC in 2015, will need a thorough joint service review process to incorporate updates that reflect the recent capability changes. The 2020 second edition of the Marine Corps MWD order (MCO 5585.5A) will soon undergo an extensive staffing review process to convert the format to the new �volume� concept that will not only make this a more user friendly reference, but will also incorporate streamlined policies necessary for effective MWD operations under the new force structure. The DoD Working Dog Management System (WDMS) continues to present challenges in completing long awaited IT enhancements to the Marine Corps system module. Emphasis of MWD support will include documenting policies, procedures, and financial requirements associated with all aspects of the employment of MWD assets. The solicitation release will be issued via beta.Sam.gov at https://beta.sam.gov and interested parties must comply with that announcement. beta.Sam.gov is the single point of entry for posting of the synopsis and solicitations to the internet. Interested Offerors should monitor this site for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. A final Request for Proposal (RFP) is anticipated to be released fiscal year 2020.
