Description
THIS HAS BEEN EXTENDED TO ALLOW MORE TIME FOR QUOTES. COMBINED SYNOPSIS/SOLICITATION� Nonpersonal services for seawater system automation upgrades at the Newport Facility in Newport Oregon. (I)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II)������ This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFS71002002372VRL. (III)���� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 (JUNE 2020) (Deviation 2020-05)(April 2020)(2017-05)(SEPT 2017). (IV)���� This solicitation is being issued as small business set-aside. The associated NAICS code is 541990. The small business size standard is $16.5 million. (V)������ This combined solicitation/synopsis is for purchase of the following commercial services and products: Seawater System Automation Upgrades (VI)���� Description of requirements is as follows: Key tasks include the following: Task 1 - Control panel fabrication and installation Fabricate control panels for heat exchangers. This will include using temperature controllers (e.g., Omega) and actuated variable positioning valves for control of seawater temperature. Install control panels for heat exchangers at two designated laboratory locations in the Research Support Facility building (RSF) on the Hatfield Marine Science Center campus in Newport, OR (see Fig. 1).� Task 2 - Develop final plan for glycol distribution system Under the guidance of the Lab Director, develop a final plan for design of and installation of a glycol distribution system for delivering coolant to RSF laboratories to allow for adequate cooling of seawater in all RSF laboratories. This will include installation of flow, level, pressure and temperature sensors to allow real time monitoring of system performance.� Task 3 � Complete installation of glycol distribution system Under the guidance of the Lab Director and with assistance from FBEP staff, complete installation of the glycol distribution system following the plan developed in Task 2 for delivering coolant to RSF laboratories to allow for adequate cooling of seawater in all RSF laboratories. Task 4 - Assist in glycol distribution system upgrades Under the direction of the Lab Director, assist FBEP staff in the fabrication of a control/alarm panel for glycol distribution system and oversee the testing and refinement of this system, with the goal of increasing efficiency over existing (current) system, as well as incorporating safeguards to prevent loss of glycol through system leakage/failure. (VII)��� The Place of Performance is at the following location: NEWPORT FACILITY /F/NWC52 NMFS 2030 S MARINE SCIENCE DR NEWPORT OR 97365 The period of performance shall be as follows: Base Period: 7/6/2020 � 7/5/2020 Option Year 1: 7/6/2021 � 7/5/2022 Option Year 2: 7/6/2022 � 7/5/2023 ADDITIONAL INFORMATION AND CLAUSES CAN BE FOUND IN THE ATTACHED FULL SYNOPSIS.
