- This notice is not a request for competitive proposals nor a request for offers. No solicitation package is available and telephone requests will not be honored. The Naval Research Laboratory (NRL) intends to negotiate a sole source�SBIR Phase III contract with Windlift, LLC�to develop a portable airborne wind energy (AWE) system. This sole source acquisition is accordance with authority of�10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5.
