Description
NOTICE OF INTENT TO SOLE SOURCE: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with OE Waves, Inc. of Pasadena, CA under the authority of FAR 13.106-1(b) Soliciting from a Single Source, for a compact tunable ultranarrow 1556nm laser per the attached specifications. Based on market research, NIST has not identified any other sources that can provide the required product. If NIST identifies no other capable sources by the date posted herein this FBO notification, NIST will issue a firm-fixed price purchase order to OE Waves, Inc. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334413, and the size standard is 1250 employees. �A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to patricia.rose@nist.gov. No telephone requests will be honored. JUSTIFICATION: For experiments investigating a compact optical frequency reference based on the two-photon transition in Rb at 778 nm, NIST requires a compact ultranarrow linewidth semiconductor laser at 1556.21 nm, with less the <1 Hz linewidth, 10 mW output power, modulation bandwidth from DC to 100 kHz, with integrated driver and control electronics.� The OE4030 HI-Q Laser from OE Waves is a semiconductor laser that meets these specifications. Other similar products identified only partially meet the requirements. While some of the other identified devices partially meet these requirements, the OE Waves laser is the only laser to meet all of the salient characteristic specification requirements, and specifically is the only device to meet the less than 1 Hz linewidth, which is the most important characteristic for achieving the goals of this research.� Use of a different laser would lead to poorer performance of the device and prevent us from successfully investigating additional mechanisms that limit the device performance.
