- Description
- The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Concrete and Materials Branch (CMB) has a requirement to purchase a Rail Trolley Geometry Measurement System with geometry measurement capabilities to support ERDC�s research and development mission as the lead DOD agency for railroad track inspections. The ERDC intends to issue an award to Navigation Electronics, Inc., 124 Toledo Drive, Lafayette, LA 70506-2047 (CAGE Code: 0BNX7), on a sole source basis.� It has been determined that Navigation Electronics, Inc. is the only distributor of the Rail Inspection Trolley System. The Trimble GEDO Rail Inspection Trolley System provides a unique scalable system that can be used for track geometry. The ERDC track inspection program already has a significant investment in georeferenced track inspection technology, estimated at $1.5M, and new inspection equipment must be capable of seamlessly integrating with the existing equipment.� The Trimble GEDO Rain Inspection Trolley System is the only commercially available system currently capable of providing the required capability and seamlessly integrating with ERDC�s current equipment.� In addition the modular nature of the Trimble GEDO Rec system allows the individual GNSS and controllers to be used independently allowing synergy with ongoing APB survey needs. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334519 with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil.� The solicitation number shall be included in the subject line of e-mail submissions.� Responses must be received no later than 12:00 p.m. CST on July 9, 2020.
