Description

The Department of Energy (DOE), Office of Energy and Threat (ET), Energy Security Division (ESD) located at 1000 Independence Ave, S.W., Washington, DC. 20585 is requesting specialized subscription products and access to subject matter experts (SMEs) solely focused on Iraq and its oil market over a five-year period. The acquisition is being proposed for a Sole Source action to Strategic News International, Inc. (SNI). �A company that provides independent news and insights focused on Iraq and its oil market. ESD has a critical, core mission requirement for analysis and reporting on global energy events and conditions affecting U.S. energy security interests. SNI will provide DOE with information that is essential to timely, accurate, and comprehensive reporting and analyses on energy events and developments affecting Iraq and its oil market, consistent areas of interest for DOE�s and ESD�s stakeholders. Along with products, SNI will provide access to the company�s SMEs.� The award will be a sole source, Firm Fixed Price (FFP) Contract for five 12 month performance periods to Strategic News International Inc.� See Attached Statement of Work In accordance with the Competition in Contracting ACT, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and service will satisfy agency requirement. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement by July 21, 2020 5.00 PM EST. email to Ernest.Bailey@HQ.DOE.GOV. Please include Specialized, Online Research Tools and Reports in the subject line of the email if submitting a capability statement.� The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services A determination by the government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
