- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� This is a notice of intent to award a sole source contract.� The Department of Housing and Urban Development (HUD) intends to award a sole source contract for services to maintain the for ETMS-InCompass Operations and Maintenance (O&M), Development, Modernization and Enhancements (DME), and system transition/decommissioning.� The ETMS-InCompass software is in compliance with new Government laws, regulations and mandates; maintains the current functional capabilities; and, provides necessary support that extends the current capabilities and support for upgrades that are required by regulation, statute, technology, or product support and systems compliance.� A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.�
