SUBJECT: PRESOLICITATION NOTICE PHARMACY COMPOUNDING AREA FOR THE LOCH RAVEN VETERANS AFFAIRS MEDICAL CENTER (VAMC) This Pre-solicitation Notice is issued solely for informational and planning purposes. It does not constitute a Request for Proposal (RFP) nor is it a promise to issue an RFP in the future. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFP; no response to this Pre-solicitation Notice is required. Any responses received to this Pre-solicitation Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor Contract Opportunities for additional information pertaining to this Pre-solicitation Notice. Date: 06/22/2020 Solicitation Number: 36C24520R0072 Description: The Department of Veterans Affairs (VA), Facilities and Engineering Service is issuing a Pre-Solicitation Notice for the Two-Phase Design-Build for the renovation several rooms within First Floor of Building 1 (CLC) and the Basement of Building 4 at the Loch Raven VA Medical Center to create a new Pharmacy Compounding Area and a Hazardous Storage Area. This procurement is a total 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The Offeror must be a General Construction company with an approved and applicable North American Industry Classification System (NAICS) code of 236220 (Commercial and Institutional Building Construction) with a Size Standard of $39.5 million. This is a Design-Build project for renovation of several rooms within First Floor of Building 1 (CLC) at the Loch Raven VA Medical Center to create a new USP 979/800 Compliant Pharmacy Compounding Area (~800SF) and conference room (~250SF), and creation of a new hazardous material storage area (~100SF) within the basement of Building 4. It is the intent and objective of the Department of Veteran Affairs to award a single contract for the design and renovation as a design-build delivery. Renovation work for the pharmacy will include complete demolition of existing office/conference room spaces, upgrading interior utilities which include complete replacement of existing HVAC with a new dedicated air handling unit (100% OA and 12 ACPH), installation of biological safety cabinets, electrical and communication system modifications, security camera and card reader systems, chilled/heating water system integration, clean room procedures and products, and other specific tasks. Hazardous material storage area scope will include construction of new rated room/enclosure and ventilation/fire protection system modifications as required by applicable life safety codes. Design/Build contractor will have limited use of building freight elevators and loading dock/outdoor laydown area as required. D/B contractor shall also account for VA Infection Control and Interim Life Safety Measures as required by work scope. A schematic architectural layout and proposed pharmacy equipment product data developed during pre-design charettes with VA Pharmacy staff will be provided to the Phase II offerors as a basis for further design development. Magnitude of Construction: Between $1 million and $2 million. Delivery Schedule/Period of Performance: within three hundred sixty-five (365) calendar days of receipt of the Notice to Proceed (NTP). RFP will be issued as a Two-Phase Design-Build procurement in accordance with FAR Part 15 and 36.3. Proposals will be evaluated using the Best Value Continuum process in accordance with FAR 15.101 and FAR 15.101-1 Tradeoff Process , as supplemented by Veterans Affairs Acquisition Manual (VAAM) parts M815.101 and M815.101-1. The top three (3) scores will be determined as the most highly qualified Design-Build (DB) firms and will be short-listed to participate in Phase Two of the Design-Build selection process. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. Short-listed Offerors will be asked to submit both one technical and one price proposal based upon the evaluation factors identified in the RFP. A technical and price proposal shall be submitted separately during Phase Two solicitation. Offerors are advised award may be made without discussion. In accordance with FAR 52.204-7 and VAARS 804.1102, to be eligible for award, prospective contractors must be registered in both System for Award Management (SAM) at https://beta.sam.gov/ and in the Vendor Information Pages (VIP) database, available at https://www.vip.vetbiz.va.gov/. Registration is free; however, processing time should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this notice. Thus, the offeror must be registered in the SAM database at https://beta.sam.gov/ at the time of proposal submission, prior to award, and must maintain active SAM and VIP registration throughout the period of performance to final payment. Prospective Offerors must obtain copies of solicitation documents from Contract Opportunities, which may be available on or about July 6, 2020. By registering in Contract Opportunities, the Offerors will have access to the solicitation documents and amendments. The Offerors must be registered in System for Award Management (SAM) and have a Data Universal Numbering System (DUNS) number to download documents. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. There will be one pre-bid site visit which will be held on a date and time TBD at the time of issuance of the solicitation amendment for Phase II of the solicitation. All interested parties will be encouraged to attend the site visit. All questions generated from the site visit shall be submitted in writing to the Contracting Officer (Alison.klein@va.gov).
