Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to AB Sciex, Llc for Triple Quad 6500+ systems. The current laboratory data workflow and infrastructure is optimized to the SCIEX brand of mass spectrometer. This workflow is necessary to ensure timely analysis of thousands of urine specimens per year. A change of platform will entail an overhaul of our established workflow, including the need for additional data processing software and personnel training and multiple services contracts. AB Sciex is uniquely qualified to provide the required instrumentation because they are the only vendor that produces a mass spectrometer system that is 100% compatible with our current on-line SPE-HPLC system and other currently owned add-on modules. Further, this compatibility provides the flexibility to move sample analyses from one instrument to another exact instrument setup in the event of instrument failure. In addition, the AB Sciex 6500+ MS adapted an intelligent approach (the patented lonDrive Technology) that increases the quantity of ions produced while enhancing the way ions are transmitted and detected. The 6500+ is the only instrument that can provide the sensitivity levels needed for the analyses of human urines for selected organic environmental chemicals with minimal modification of the currently existing laboratory methods. Also, Sciex offers revolutionary sensitivity, speed and performance delivered through the technology enhancements which enables our laboratories to see from low mass to high mass compounds, in positive or negative polarity in a single injection. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within thirty (30) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at qaq5@cdc.gov by 12:00 pm on May 22, 2020.
