- This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis with Saint-Gobain Crystals of 17900 Great Lakes Parkway, Hiram, Ohio 44234. The requirement is for the purchase of the following: Item 0001 23 x 23 S 70/1/ Enhanced LaBr Specifications: 23,0mm x 23,0mm x 70,0mm enhanced LaBr crystal R11265 PMT with the suitable selection for use with Enhanced LaBR crystal PMT with bare output (flying leads) Design will not be light tight Designed for a use with a negative high voltage Aluminum crystal housing with 0,5mm end-on aluminum entrance window Mu metal shield around the PMT with ground eyelet General Specifications: No shock, vibration Operation under normal environment excluding vacuum Operating temperature: 5 degrees Celsius to 50 degrees Celsius � rate: 8 degrees Celsius/hour Storage Temperature: -20 degrees Celsius to 50 degrees Celsius - rate: 8 degrees Celsius/hour Performance: End-on PHR@662keV less or equal than 3,5% -Guaranteed value MFG: Saint-Gobain Crystals P/N: 2-4-8132 ind E QTY: 20 The Government intends to negotiate solely with Saint Gobain Crystals under the authority of FAR 13.106- 1(b), Only Capable Source. FAR Part 13, Simplified Acquisition Procedures, applies. The applicable NAICS Code is 334519 and the business size standard is 500 employees. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a quote which shall be considered by the agency. Comments, questions or concerns regarding this notice or required for solicitation may be submitted via e-mail ONLY to isabella.busalacchi@navy.mil by 27 April 2020. All responses received before said date will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
