N0016420RWM28 � SOLE SOURCE � ENGINEERING SERVICE, SPARES AND REPAIRS OF SURFACE ELECTRONIC WARFARE IMPROVEMENT PROGRAM (SEWIP) BLOCK 3 SYSTEM � FSC 5865 � NAICS 334419 Anticipated Issue Date: 21 APR 2020 � Anticipated Closing Date: 06 NOV 2020 � 4:00PM Eastern Time Naval Surface Warfare Center (NSWC) Crane has a requirement for engineering services, spares and repairs of SEWIP Block 3 system during integration and test for delivery of AN/SLQ-32(V)7 systems to the Fleet. The Government intends to award a supply fixed price and cost reimbursement contract with a five-year term. The anticipated contract ceiling is $48,000,000.00. The contractor shall provide all required labor, engineering and technical support; materials, tools, equipment; test stations and fixtures; packaging, handling, shipping and transportation (PHS&T); and resources to support SEWIP Block 3 system integration, test, installations, deployed system repairs, and sustainment of the SEWIP Block 3 Engineering Development Model and Low-Rate Initial Production systems. Sustainment includes the repair of equipment, sub-assemblies and components as well as provision of spare parts and Lowest Replaceable Units (LRUs). SOLE SOURCE PROCUREMENT � The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation, 7323 Aviation Blvd., M/S 660 Linthicum Heights, MD 21090, under the authority of FAR 6.302-1(a)(2) Only one responsible source and no other type of supplies or services will satisfy the needs of the agency. This is being sole sourced based on the lack of sufficient technical data, duplicative costs to the Government that are not expected to be recovered through competition, and unacceptable schedule delays in fulfilling the agency�s requirement through any other source. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact Northrop Grumman Systems Corporation directly. It is anticipated that the solicitation shall be made available on or near mid-June 2020, with an award date anticipated to be in the Third Quarter of Fiscal Year 2021. The anticipated solicitation and attachments will be made available through BetaSAM in portable document format (PDF).� No hard copies of the solicitation will be mailed. It is the responsibility of the interested Contractors to monitor BetaSAM for amendments that may be issued to the solicitation. Changes to the requirement that occur prior to the closing date will be posted to BetaSAM. For changes made after the closing date, only Northrop Grumman Systems Corporation will be provided any changes/amendments and considered for future discussion and/or award.
