- This notice serves as a pre-solicitation notice/procurement synopsis. The Air Force Lifecycle Management Center (AFLCMC) Rapid Acquisition Cell (RAC) Contracting Office, AFLCMC/EBK, located at 205[GSTCUAA1]� West D. Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, intends to award one (1) sole source contract to Raytheon Company, located at 1801 Hughes Drive, Fullerton, CA 92834 United States. The contract will be a five year Indefinite Delivery Indefinite Quantity requirements contract with a ceiling of $92.5M. The authority for going sole source is FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Specific contract requirements include, but are not limited to support of the Standoff Precision Guided Munition (SOPGM) Situational Awareness Data Link (SADL) radios to include integration, test, qualification and operational support for the United States Special Operations Command (USSOCOM). This contract will also procure approximately 1600 Datalink Radios per year with a required delivery date of 12 months after receipt of award. Datalink radios that are inter-operable with SADL and have National Security Agency (NSA) approved encryption for use on various SOPGMs, and support from the radio supplier for integration, testing, training, fielding, employment, and product improvements. The system must fit within the size constraints of all current USSOCOM SOPGM munitions (min req AGM-176, GBU-69/B, GBU-39B/B). The encrypted Datalink radio transmits data generated by SOPGMs during their fly out to enable Special Operations Forces (SOF) platforms to capture the data during employment of SOPGMs in combat, training, and test scenarios. This notice of contract action is not a request for competitive proposals; however, all responses received within twenty-one �days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. In your response, indicate your business size (large, small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, service-disabled veteran-owned) and specify whether the firm is U.S. or foreign-owned. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to Todd Davis at todd.davis.16@us.af.mil, Jacqueline Levesque at jacqueline.levesque@us.af.mil and Chris Laffitte at chris.laffitte@us.af.mil no later than 12 May 2020 by 1200 CST.
