- 1. THIS DOCUMENTATION IS RELEASED AS A DRAFT REQUEST FOR PROPOSAL, INTENDED FOR MARKET RESEARCH� ONLY. While future requirement is anticipated, this is not yet an official requirement nor official� pre-solicitation notice. This information is being released with intent to improve the� understanding of Government requirements and industry capabilities. The goal is to allow potential� offerors to judge whether or how they can satisfy the Government�s requirements, and increase� efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. Funds are� not presently available for this effort. No award will be made under this release. The Government� has no obligation to reimburse for any costs incurred as a result of this release of DRAFT. If the� identified requirement is to become official solicitation, pre-solicitation announcement and� publication requirements IAW FAR Subpart 5.2 will be complied with within appropriate timeframes. 2. The Weather Branch in the Aerospace Management Systems Division of the Air Force Life Cycle� Management Center (AFLCMC/HBAK) invites companies to review and submit feedback regarding the� subject DRAFT RFP. For industry partner information, upon final RFP release, proposals will be� anticipated to be due no later than 60 days after posting on beta.SAM.gov. Proposals will be� submitted to the Procuring Contracting Officer (PCO) in accordance with Section L � Instructions to� Offerors. 3. Please review the subject DRAFT requirement and its associated instructions and provide� questions and/or feedback by the date identified in the posting. Part of the intent of this DRAFT� release is to provide AFLCMC/HBA with market research information. Therefore, we are asking that� perspective offerors with interest anticipating potential submission if this requirement is to be� released as a solicitation, please express so. Negative replies are not required and, for resource� management purposes, are discouraged. Reply or lack thereof will not impact a perspective offeror�s� ability to participate in future competition.
