- The U.S. Army Corps of Engineers, Middle East District (MED) is performing a market survey for an Operations and Maintenance Army funded Design-Bid-Build (D-B-B) Construction Project titled: �Division Tactical Operations Center (DTOC) at Eskan Village, Saudi Arabia.�� This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project.� This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.� Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government�s requirement.� This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition.� If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements.�� ��������� PROJECT DESCRIPTION � Project Title: Division Tactical Operations Center (DTOC) Project Location: Eskan Village, Saudi Arabia (near Riyadh) North American Industry Classification System (NAICS) Code: 236220 Project price magnitude: between $1,000,000 and $5,000,000 Project scope includes all work to construct new Division Tactical Operations Center (DTOC) at Eskan Village, Saudi Arabia (near Riyadh). This building is an austere design with simple or no finishes (no lay in grid ceiling, sealed concrete floor and painted CMU Walls. The building is one story approximately 577 square meters, concrete frame, with CMU exterior walls. Interior spaces include open administration area, 4 offices, restrooms, conference room, electrical and communication rooms. Option will be to include an air lock entry and covered walk. The project will encompass all work necessary for a complete and usable facility. The upper construction limit for this project is $1,650,000.� This market survey is intended for local sources only.� Local sources are those sources physically located and licensed to conduct business in Kingdom of Saudi Arabia and currently have base access Eskan Village, Riyadh.� Firms interested and capable of performing this work are highly encouraged to submit a response. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY � In order to adequately plan for this project�s procurement, the Government requests the following information from interested firms: (1) Name of your company, address, phone number, email, and point of contact. (2) A statement of intent from your company, that should this project be formally solicited, you will submit a price proposal. (3) Proof of Base access on Eskan Village. (4) Current license to do construction work in the Kingdom of Saudi Arabia. (5) Statement of capability from your company, identifying applicable skills, experience, knowledge, past performance, and equipment required to perform this project.� Limit this statement of capability to no more than two (2) pages in length.� (6) Statement from your company regarding how a Request for Proposal (RFP) solicitation would impact your planning and proposal submission for this project (if any).� RFP solicitation uses technical acceptance (such as past performance, experience, etc) and price considerations for award.� Would this type of solicitation cause your company concern? SELECTION PROCESS: This is single phase procurement following the Lowest Price Technically Acceptable (Best Value) approach. The technical information contained in the proposals will be reviewed, evaluated, and rated by the Government. Proposals, at a minimum, will consist of the following: Relevant Experience and Past Performance on Eskan Village by the Prime Contractor; Provide Milestone Schedule limited to ten major milestones (to include Foundation, Concrete Building Structure, and Interior work), The Schedule shall show a 210 or less calendar day duration starting with mobilization and ending with beneficial occupancy date (BOD). All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price.
