- N0016417GJQ02-0014 � SOLE SOURCE � MULTI-SPECTRAL TARGETING SYSTEMS (MTS) SPARE PARTS SUPPORTING PMA290 Manned Recon & Sky Warrior � PSC 1680 � NAICS 334511 Issue Date: 16 JAN 2020 � Closing Date: 28 FEB 2020 � 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane has a requirement for MTS spare parts supporting PMA 290 and Sky Warrior Programs.� Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) 0014 under a sole source Basic Ordering Agreement (BOA) N00164-17-G-JQ02.� The original BOA was issued to Raytheon Company, McKinney, TX.� Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.� The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.� As a result of this JO the overall contract ceiling for BOA N00164-17-G-JQ02 will remain unchanged. JO-0014 is anticipated to procure MTS spare/repair parts for MTS in support of the Navy and Army.� Request for proposal will not be made available through http://www.fbo.gov.� The request for proposal will be provided to Raytheon Company through electronic mail.� The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. �The anticipated contract action award date is 30 JUL 2020.� Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.� Companies interested in subcontracting opportunities should contact Raytheon Company, 2501 West University Drive, McKinney, TX 75071-2813 directly.� Contractors must be properly registered in the System for Award Management (SAM).
