Description
NASA Headquarters plans to award a follow-on contract for NASA Postdoctoral Program -2 (NPP-2).� The principle purpose of this contract is to acquire management and administration services for the NASA Postdoctoral Program.� The contractor, in the completion of these duties shall provide program-level services, website services, soliciting applicants, receiving and reviewing applications, enrolling new fellows, supporting fellows during their tenure, gathering and reporting program data, and performance plan and evaluation metrics. Completing these objectives continues the Science Mission Directorate�s efforts of scientific understanding and improving STEM education.� This procurement may support other NASA Centers� and hosting organization location requirements in the future, if needed, in all areas of the scope of work. This is a full and open competitive procurement for support services currently being provided under contract NNH15CO48B.� The NPP-2 acquisition has been defined as a Cost Plus Fixed Fee (CPFF) contract vehicle with a potential 5-year period of performance (1-year base and four 1-year options).� The anticipated contract effective date is January 15, 2021.� The Government anticipates a 90 day phase-in transition period with an effective date of October 14, 2020 to be issued under a separate firm fixed price vehicle. �The anticipated release date of the Draft Request For Proposal (DRFP) is on or about mid December 2019 and the anticipated release date of the Final Request for Proposal (RFP) is on or about mid February 2020. The Government intends to perform the evaluation in accordance with FAR Part 15. The DRFP will be posted for information and planning purposes. No proposal will be requested at this time and no contract will be awarded as a result of the DRFP. Potential Offerors are invited to comment on all aspects of the solicitation including the requirements, proposal instructions, and evaluation approach. If your comments include recommendations for revisions, you must provide your rationale for such revisions. Comments will be accepted for approximately two weeks after the release of the DRFP with the final date for communication to be specified in the DRFP cover letter. When the Final RFP is issued, all responsible sources may submit an offer which shall be considered by the agency. Reference Library: In order to assist potential offerors in familiarizing themselves with the nature of the services required to support the NPP-2 procurement, a reference library has been established on the internet. The URL is planned to be provided no later than the DRFP release. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541612 and $16.5 Million respectively. NASA clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet.� These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.� Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
