SET ASIDE: N/A NAICS: 334512 POP: To be completed by 60 days after award AGENCY: Department of Veterans Affairs, New Jersey East Orange Campus POC: Natalie Acevedo, email: Natalie.Acevedo@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO DELTA CONNECTS INC. Market research was conducted and determined that DELTA CONNECTS INC is the only vendor capable of providing the Delta Connects enteliVIZ and Sensaphone Express II systems update located at New Jersey VAMC, East Orange Campus necessary to meet the OEM requirements. All items are proprietary to DELTA CONNECTS INC. and not able to be sourced out to another. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. The government MAY consider all Expressions of Interest (EOI) received prior to January 28, 2020. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Natalie.Acevedo@va.gov and received by 11:59 PM EST on January 28, 2020. STATEMENT OF WORK (SOW) Installation and Programing Update of Delta Connects enteliVIZ and Sensaphone Express II systems Contract description. Installation and programing of Delta Connects enteliVIZ and Sensaphone Express II systems 2. Background. Currently the facility s Bldg. 1 building automation system is down, and the system manufacturer no longer supports the existing system. Also, the Bldg. 7 building automation alarm system is malfunctioning 3. Scope. Furnish, install and upgrade of our existing Delta Controls BACnet Building Management System. This system allows us to monitor, trend and adjust the HVAC systems and equipment throughout the facility. Provide design engineering, programming, graphic engineering, project management and technician labor for commissioning to connect an existing Delta control panel and controller with existing sensors and outputs to connect to 27 current Sensaphone alarmed spaces in Animal Research Bldg. 7 4. Specific Tasks. Delta Connects will provide and install. Delta Controls enteliWEB Enterprise Facility Management Software system Platform Complete conversion of VA NJ Healthcare Systems existing ORCAweb graphics system to Delta s enteliVIZ graphics system OWS graphics using in0house standard representations of HVAC systems and equipment to ensure they meet the requirements of projects specs. After review and approval graphics will be downloaded onto Server/OWS Sensaphone Express II panel will be mounted next to our existing Delta controls panel. All existing sensors and outputs (27 alarmed spaces) will terminate at the Sensaphone Express II Installation of four (4) Sensaphone eight input expansion cards Immediately after receiving the contract award, the Contractor shall; Provide all necessary Labor, Material and equipment to perform the required work to provide fully functional systems. Re-commission the systems and prepare for system reactivation. 5. Performance Monitoring (if applicable). Work shall be coordinated with facility thru the Contracting Office Representative (COR). COR will monitor the contractor work performance on daily basis and the contractor is required to submit daily s progress report to the COR. 6. Security Requirements. General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. The C&A requirements do not apply, and a Security Accreditation Package is not required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. Not Used b. Identification of Potential Conflicts of Interest (COI). Not Used e. Inspection and Acceptance Criteria. The COR is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. 9. Risk Control Contractor shall take all measures for safety & infection control and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period. 10. Place of Performance. VA NJ Healthcare System East Orange Campus 385 Tremont Ave., NJ 07018 Bldgs. 1 and 7 Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. 11. Period of Performance. Contractor to start immediately after receiving the NTP, estimate completion time is 60 calendar days.
