Description
The F108 Workload Augmentation acquisition synopsized shall supplement continued organic engine production at United States Air Force (USAF) Oklahoma City Air Logistics Center (OC-ALC). Primarily due to poor material supportability, organic production has not met remanufacture objectives and despite multiple contract efforts to improve support, production continues to lag. As such, the acquisition herein seeks to establish a temporary augmentation to organic support with commercial sources to improve whole engine overhaul output and also, re-energize the industrial base for the remanufacture of this engine. This strategic long-term contract will ensure F108 production supportability is maintained which in-turn will enhance War Readiness Equipment (WRE) availability. The USAF has identified two approved sources for remanufacture. As such, the acquisition has been approved for Other than Full and Open Competition as prescribed by FAR 6.302-1. The solicitation will be a limited competition FAR 12 acquisition with CFM International (CFMI) (CAGE 58828) and Lockheed Martin Commercial Engine Solutions (LMCES) (CAGE L06Y2) to require the overhaul for the F108-100 engine to the F108-100A. The acquisition is an Indefinite Delivery, Indefinite Quantity Firm Fixed Price contract type. The term will be a one-year base period with four, one-year option periods. The total duration (base plus option period) shall not exceed five years. As indicated above, the F108 workload augmentation effort has been approved as a limited source acquisition to CFMI and LMCES. The solicitation will be available at https://www.dibbs.bsm.dla.mil/RFP/ on its issue date, on or around 22 Nov 19 and will close on/about 21 Feb 20. Hard copies will not be available.
