Description
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) plans to issue the Request for Proposal (RFP) for NASA Environmental and Medical Contract (NEMCON). This notice relates to the Sources Sought Notice (Reference Number 80KSC019NEMCON) and Draft RFP (Reference Number 80KSC019R0019-DRAFT). Requirements under the NEMCON include- 1. NASA KSC Environmental Compliance Support: conduct permit sampling and analysis; prepare regulatory reports; provide regulatory consultation; investigate and clean up hazardous material spills; sample, characterize, and dispose of hazardous and controlled waste; perform ecological monitoring and manage data sets; monitor impacts from KSC launches on the environment; assist with compliance surveillance; provide professional engineering services; and provide compliance program management support and subject matter expertise. 2. NASA KSC Environmental Health Support: provide industrial hygiene, health physics (radiation safety), and public health services to include providing expert consultation; scheduling work with customers; conducting hazard assessments and exposure monitoring; providing support to hazardous operations (e.g., confined space permitting, confined space monitoring, toxic vapor monitoring); operating onsite laboratories to analyze samples; arranging for offsite laboratory services to analyze samples; preparing reports for customers; and implementing a quality assurance program. 3. NASA KSC Aerospace Medicine Support: provide aerospace medicine expertise; provide medical and human systems expertise to evaluate ground system and flight vehicle designs for flight crew interfaces (e.g., emergency egress systems); develop and implement medical support and incident response plans for launch and landing events and exercises; provide and train medical support personnel for launch and landing events and exercises; provide medical support to flight crews when stationed at KSC (e.g., NASA health stabilization program implementation, visitor medical evaluations, and clinical laboratory analysis). 4. NASA KSC Occupational Health Support: operate onsite clinics; conduct physical examinations and issue medical certifications; provide medical treatments to employees and launch guests; provide employee assistance counselling; provide health and medical training services; operate fitness facilities; perform musculoskeletal rehabilitation services; provide health education and wellness services; direct emergency medical services; manage employee medical records; and provide clinical laboratory services. 5. Air Force Occupational and Environmental Health Support: provide occupational health services (e.g., conduct physical examinations, issue medical certifications, and provide clinical laboratory services) and environmental health services (e.g., industrial hygiene, health physics, public health, emergency response, and potable water system sampling support) to the 45th Space Wing (and their tenants) at Cape Canaveral Air Force Station (CCAFS) and Patrick Air Force Base (PAFB). 6. NASA Headquarters Environmental Support: provide Agency sustainability, energy, water, National Environmental Policy Act, greenhouse gas reporting, and climate risk program management support and subject matter expertise; assist with policy development and functional compliance; prepare Agency plans, reports, and guidance documents; facilitate Agency working groups, community of practice meetings, and environmental conferences; and manage Agency sustainability award calls. 7. NASA Agency Environmental Support: perform audits of offsite hazardous and controlled waste treatment, storage, and disposal facilities used by NASA and update and maintain Center environmental resource documents, cultural resource management plans, and natural resource management plans. 8. Other Support for NASA KSC, NASA HQ, and other NASA Centers and the 45th Air Force Space Wing: NEMCON may also provide additional medical, occupational health, environmental health, and environmental services (special projects and recurring services) as requested through separate ordering procedures. This is a total small business set-aside procurement. The North American Industry Classification System code and size standard is 541620, Environmental Consulting Services, and $16.5 million, respectively. The anticipated release date of the RFP is on or about November 25, 2019. The firm date for the receipt of proposals will be stated in the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency. This synopsis is not a solicitation, the Government is not requesting proposals at this time, and this synopsis should not be construed as a commitment by the Government. The solicitation and any documents related to this procurement will be available on FBO.gov. It is the Offeror's responsibility to monitor FBO.gov for the release of the solicitation and amendment (if any). Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). A NEMCON website has been established at https://procurement.ksc.nasa.gov/NEMCON. Interested parties may register for access to the Bidder's Library and other information. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. IMPORTANT INFORMATION ABOUT EXPORT CONTROL DOCUMENTATION: The final RFP, if released, will contain Export Controlled documentation. Access to RFP details will only be granted through Federal Business Opportunities (FBO) www.FBO.gov requests. Please register on FBO site to obtain all RFP information. Note: Sources that have not previously registered for access to Export Controlled documentation in FBO will first need to submit documentation to the U.S./Canada Joint Certification Office. See https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ for details on required documentation. Please ensure the company address submitted on the DD2345 is EXACTLY the same as the address registered in SAM (www.SAM.gov); any deviation in address with cause the form to be returned to the contractor for correction. This complete process can take a few weeks and can only be done through the mail due to original signature. Since electronic transmission is not permitted by the Joint Certification Program (JCP), it is advised that interested parties submit their documentation to JCP as soon as possible. Certification by JCP is valid for a 5-year period. Once approved by the JCP, sources will then need to contact FBO's Federal Service Desk to have their registration updated with export control access (JCP certified) and complete the process at https://www.fsd.gov/. This takes approximately 3 days to complete the process. Once your FBO registration has been updated, please submit your request for access for the documentation of this requirement using your Marketing Partner Identification Number (MPIN).
