- Sole Source Justification Draft SOW The Library of Congress, National Library Service for the Blind and Print Disabled (LOC-NLS), requires a contract vehicle to pay for patent fees to utilize a specialized compression CODEC for its government-created proprietary software for its Digital Talking Book Program. The Library intends to establish a contract for patent fees to utilize a compression CODEC (AMR-WB+) that is only available from VoiceAge Corporation. No other company has rights, by law, to offer access to pay the fees associated with this patent (which is owned by VoiceAge). This special notice serves the following three purposes: 1. Public notice of the Library's intent to sole source a contract award; 2. Posting of the J&A for a sole source contract award (up front); and, 3. Fulfill public synopsis requirements. This is considered to be a simplified acquisition with a total dollar value below $250,000 for the entire duration of contract performance, including all CLINs, and all potential performance periods. The potential period of performance is January 01, 2020 through December 31, 2025, consisting of a Contract Base Year and 4 Option Years (each year of performance is 12 months in duration). Access to pay the patent fees is only available by law through VoiceAge Corporation, and no other methods exist at this time. The Library is not considering any other methods at this time. In accordance with LC06.305, Availability of the Justification, the Justification and Approval (redacted) to issue a sole-source contract is posted with this notice along with a draft SOW. This fulfills The Library of Congress' obligations of public notice, synopsis, intent to sole source, and public posting of the J&A. No other notices or written solicitations shall be posted as a result of this contracting action.
