Point of Contract: Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: Engineering, Technical, Administrative, and Vehicle Purchasing and Leasing Support Services for NHTSA Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in, and capable of, performing the work described herein as Engineering, Technical, Administrative, and Vehicle Purchasing and Leasing Support Services for NHTSA. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience, to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made, and no formal evaluation of the information received will be conducted by NHTSA. That said, NHTSA may issue a Request for Proposals (RFP) at a later date. Should such a requirement fail to materialize, however, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: NHTSA’s mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. Under the Office of Rulemaking, the Office of Crashworthiness Standards (OCWS) and the Office of Crash Avoidance Standards (OCAS) are responsible for minimizing injuries to vehicle occupants when a crash occurs and reducing the number of crashes by means of developing and updating regulations for vehicles and equipment. The New Car Assessment Program (NCAP) Division, located within the OCWS, provides national leadership in planning, developing, and initiating new and innovative consumer information programs that are based upon full-scale crash tests and other laboratory tests. NCAP’s goals are to: (1) provide consumers with relative vehicle safety ratings information to assist them in their vehicle purchasing decisions, and (2) use market forces to motivate automobile manufacturers to design vehicles that offer a higher level of occupant protection than that required by related Federal Motor Vehicle Safety Standards (FMVSSs), or in addition to existing FMVSSs. Additionally, the child restraint system (CRS) programs in NCAP also encourage child restraint manufacturers to create more user-friendly CRSs. In calendar year 2019, NCAP expects to conduct various modes of crash tests such as frontal, side moving deformable barrier (MDB), and side pole testing. The program will also conduct various crash avoidance tests, static and dynamic rollover tests, side air bag out-of-position tests, and Ease of Use assessments for child restraints. Objective: The objective is to procure Engineering, Technical, Administrative, and Vehicle Purchasing and Leasing Support Services for NHTSA; however, the greatest effort required under this project will be for Vehicle Purchasing and Leasing Support Services. The agency requires a contractor to perform quality control service in support of vehicle crashworthiness and performance testing for NCAP. Results will be used to highlight systems that perform at a level equal to the performance of the NCAP tests.
