- HABITAT RESTORATION INTRODUCTION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06, effective 10 October 2019. This acquisition is set-aside for Small Business. The associated NAICS code is 115112 - Soil Preparation, Planting, and Cultivating; the associated size standard is $8 million. SPECIFICATIONS The US Geological Survey, Western Ecological Research Center, requires habitat restoration at the Dana Point Preserve, CA, to increase the suitable environment area for the critically endangered Pacific Pocket Mouse. The work will comply with existing USGS "Habitat Management and Restoration Guidelines." The Statement of Work and the Habitat Management and Restoration Guidelines are attached to this Solicitation. QUOTE SUBMISSION In addition to a quote, as per FAR 52.212-1, offerers are to include a technical description of the services being offered in sufficient detail to evaluate compliance with and understanding of the requirements in the solicitation. This may include product literature or other documents. References are also required. All questions must be sent directly to capplegate@usgs.gov by 11/12/2019. Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at capplegate@usgs.gov. All associated documents required by this solicitation must be uploaded and received in their entirety no later than 11/14/2019 at 0900 PT. Proposals submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered. This requirement is Subject to the Availability of Funds and is subject to the Service Contract Labor Standards Wage Determinations (previously known as the Service Contract Act).
