- QUESTION 11: Is the CERTIFIED MATERIAL TEST REPORT used for First Article Testing? If not what does First Article Testing entail? ANSWER 11: First Article Testing (FAT) involves dimensional checks and a review of the submitted Certified Material Test Report. QUESTION 12: What documents need to be submitted for an acceptable bid? ANSWER 12: Please refer to the solicitation section titled QUOTE SUBMISSION REQUIREMENTS. QUESTION 13: How does the FAT work for payment? We send you the five (5) required for FAT. If approved, then just added with the rest of the order I suppose. For a total of 3,005 pallets eventually? Or, if not approved, keep sending the required 5 at my expense? ANSWER 13: Please see Answer 11 for a description of the First Article Testing (FAT) process. Please see the clause FAR 52.209-4 First Article Approval - Government Testing for your questions regarding FAT submission, approval, and payment. This clause will be incorporated into any resulting contract, and addresses your question. QUESTION 14: I am to use your spreadsheet template to submit my quote? ANSWER 14: Yes. Please refer to the solicitation section titled QUOTE SUBMISSION REQUIREMENTS.
