Updated Deadline Date ***The Government is seeking industry feedback, recommendations, and best practices during the market intelligence phase of this effort*** Title: Business Transformation Support Services Follow-on Contract Current Contract FA701417D5001. Current Contractor: Single Award IDIQ; Booze Allen Hamilton. NAICS: 541611 PSC: R499 Current Contract Ceiling: $140M. Estimated Ceiling for Follow-on: $500-900M Contemplated Acquisition Strategy: Two (2) Tiered Multi-Award IDIQ Tier 1: Strategic advisory consulting services focuses on senior leaders and organizations' most high value, high risk, and complex priorities for transformational change. The range of work spans strategy, organization, digital/analytics, and operations. Problems are very complex, and especially for the DoD, unstructured. The task orders would be shorter term. No longer than 6 months with up to one year for follow up and "coaching support". The scope of work in Tier 1 would include: Strategy development and planning Improve operational effectiveness and performance Enable enterprise-wide reform Create and sustain data-driven decision making Support broader digital transformation Build organizational success through redesign, transformation, and change management Improve enterprise risk management Respond to crises Thought leadership Access to leading industry SME's across core business core functions on best practices Data Modeling Process modeling and related data capture Tier 2: Support to Air Force organizations as they transform their business operations. Strategy and implementation support to enable organizations to achieve their desired end state. These task orders can be longer but no more than 2 years (longer with approval). The scope of work in Tier 2 would include: Transformation Agile Transformation Culture Transformation Digital Transformation Data Analytics Data Governance Strategic Planning Enterprise Architecture Change Management Strategic Communications Facilitation Support Continuous Process Improvement and Innovation (CP2I) Support Innovation Design Thinking Organizational Design Enable Data Driven Decision Making Knowledge Management PAD and PPlan Development Business process re-engineering Cyber Transformation Descriptions(s): The purpose of this Request for Information (RFI)/Sources Sought is to conduct market research and obtain information from vendors that can provide organizational success through redesign, transformation, and change management. The Government is conducting Market Research in an effort to obtain information regarding data analytics, business transformation, enterprise-wide reform, change management, and data modeling. The goal is to increase military readiness and lethality throughout the Department of Defense (DOD) by building organizational success through redesign, transformation, and change management. The requested information will be used by the Government for market research purposes only and is not a Request for Proposal or a Request for Quote in that it will not be used to place an order with any vendor. This is for informational purposes only and the Government will not be obligated to award to ay interested vendors that present information in response to this RFI/ Sources Sought. This information will assist in building the acquisition strategy and establish set asides (if any), small business goals, timelines, definitions, contract type, and scope of work. Open dialogue is key to a successful acquisition. Sought After Qualifications for Possible Upcoming Requirement The Government is seeking tailored capability statements/information from firms/companies that have consulted for or advised and assisted, coached, or consulted Senior Executives, General Officers from large entities or worked with a federal agencies (specifically within the Department of Defense), Major Commands, Combatant Commands. Further, these firms would have experience in and an understanding of resolving medium to highly complex issues on a global scale. Specifically, each firm should have experience at the MAJCOM, Combatant Command, Air Force Enterprise, DoD Level or Fortune 100 and above Company(global fortune 100 and above and human intensive business NOT asset focused business) level in: 1. Providing a global outreach while adhering to the appropriations law, ensuring military readiness, and lethality. Experience in providing advisory and assistance that directly improves operational effectiveness and performance of an organization, and demonstrating cutting edge technology or processes to make an agency more efficient, effective, and agile. 2. Providing new industry practices surrounding the areas of business transformation; agile, culture, cyber, and broader digital transformation. Experience in business process re-engineering, PAD and PPlan development, change management, and strategic planning. This includes the ability to respond to crisis, provide facilitation support, and enable enterprise-wide reform. The Department of the Air Force has over 550,000+ employees which include active, guard, reserve, civilians, and an untold number of contract support. 3. Providing continuous process improvement and innovation (CP2I) support through strategic communication, innovation, leadership and process modeling, and enterprise architecture. Experience in the ability to create and sustain data driven decision making though data modeling, data analytics, and data governance which will result in enterprise risk management and knowledge management improvement. Requested Information (all information request is optional) In addition to providing a tailored capabilities statement and experience examples, interested vendors are asked to submit the following information: A. Vendor Info Requested 1. Name of Business 2. DUNS and Cage Code 3. Business Type: SB/Large 4. POC/Phone number/Email B. Supporting Documentation (optional but preferred) 1. Provide examples of supporting Fortune 100 to 500 companies (CEO's/upper management) and/or DoD (any branch) or Federal Senior Leadership (including MAJCOM or Combatant Command level) strategic transformational advisory assistance for any tasks listed above (enterprise impact, not staff augmentation) 2. Provide program oversight experience for contracts valued between $500-900M 3. Experience administering multiple task orders spanning multiple locations simultaneously 4. Experience showing cutting edge processes that made agencies more efficient, effective, and agile (for large firms/federal entities as large and complex as the Air Force) 5. Current industry practices surrounding business transformation including any examples of industry definitions in areas of transformation. 6. Definitions of the above listed tasks C. Any recommendations for current industry transformational services not listed, contract type, acquisition strategy, evaluation criteria, small business participation, teaming arrangements, etc. D. Provide your Dun & Bradstreet information showing your company has the resources (capital) to staff and manage a contract at the scope, magnitude, and complexity of $500-900M Note: Please DO NOT provide generic capability statements; they will be deleted.
