Description
General Work: Lock-Out Tag-Out Survey The contractor shall work closely with the Quantico Safety Office to Develop the base-wide Lock-out/Tag-out procedures and placards to meet the requirements of OSHA CFR 29 1910.147. The Lock-out/Tag-out (LOTO) program shall consist of the following: •· Data Collection of equipment subject to LOTO requirements within the Project Scope. •· ID Labeling of energy isolation devices within the scope that are missing labels. •· Development of LOTO Procedures and Placards for each piece of equipment. •· Customer review for approval of LOTO procedures & placards. •· Staff LOTO Training & Management Consultation. •· General Written LOTO Policy review or implementation. Deliverables: •· Equipment Specific Lock-out Procedures in Electronic Format. •· In Field Labeling of Equipment missing labels. •· Lock-out Device Recommendations Guide for your facility. •· On Site Training for Staff & Management. Online Training Tracking Program. •· General Written LOTO Policy. (as needed) •· Consultation on your Lockout Program. •· Thumb Drive containing: Copy of all LOTO placards in modifiable Word format. Training Presentations, Device Guide recommendations and other supporting documents. •· RAPID LOTO Customer Cloud access including: Modifiable data storage for all lockout procedures. Exportable data to.CVS / Excel format. Searchable records by name, building, location or record number. Printable Lock-out Checklists for each procedure. Printable Audit Forms for each procedure. •· Training Center including: Training tracking for individuals. Online Sign In sheet storage. Power Point Presentations for Authorized and Affected Employees. Student handouts. •· Lock-out/Tag-out Resource Guides. Fall Protection Assessment The contractor shall work closely with the Quantico Safety Office to develop the base- wide Fall Protection Assessment. The Fall Protection Assessment shall consist of the following: •· Perform a complete fall protection assessment on (127) One Hundred Twenty- Seven buildings specified by the Quantico Safety Office base-wide. All of the buildings will have a flat roof. •· Complete dimensional layout of the building. Description of the roof materials and makeup. Description of all parapet walls if applicable. Notation of all rooftop equipment with called out distances from leading edge. Notations of all roof accesses and called out distances. Notations of all access ladders and dimensions. •· Once the on site assessment is performed, a full report will be created for each Building. Each report will have a layout of the building with the dimensions. The report will also provide recommendations for the fall protection required for each building along with the associated costs. The fall protection requirements could be different styles of passive restraint, fall restraint or fall arrest depending on the situation. •· All building roofs will be accessible by the contractor without the need of lift equipment. The contractor will be responsible for coordinating all work with NAVFAC, PWB and Safety Office Division. Any outages if needed will be coordinated in advance with NAVFAC, PWB and the Safety Office personnel.
