NOTICE OF INTENT TO AWARD SOLE SOURCE Title: Electronic Health Information Exchanges for Grand Junction CO The Department of Veterans Affairs, Network Contracting Office 19 intends to award a sole source contract with the authority of FAR Part 6.301-1, Only One Responsible Source to Quality Health Network 744 Horizon CT Suite 210, Grand Junction CO 81506. This notice is for informational purposes only and is not a request for quotation. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of Veterans Affairs, NCO 19. Statement of Work 1.  Description of product to be acquired: Access to Veteran Health Information is essential to effective communication and collaborations with community partners for the support of quality Veteran care. Electronic Health Information Exchanges (eHIE) have been developed regionally throughout the nation and often require a subscription to access necessary health information. Subscription to a secure database of Veteran health information from community partners is required to ensure efficient business operations and quality care. The VA Western Colorado Health Care System s catchment area benefits from a collaborative network of community providers that ensure shared database of Health Information. Real time access is required to eHIE is required through a subscription service. Intermediary contract is required to access said data with organization of health information data in an electronic medical record type format with user friendly data access. Access to said database must include 80% of catchment area providers/health systems including the major medical centers found within the region. Image receipt, including x-rays, CTs, and MRIs, is required support provider s ability to view diagnostic images. Health documentation such as history and physicals, progress notes, and diagnostics are required for receipt for Veteran Health Information. Subscription is required to access said veteran health information (VHIE) ensuring an organized and user-friendly system to electronically receive health information. Clinicians and business office employees benefit from subscription to a HIE network and to health information technology. A product is required providing access to Veteran Health Information with the ability to search and organize data in an efficient manner for the closure of consults extending interoperability. 2. Description of subscription and service requirements 1-The use of eHIE is essential to ensure best care for veterans and achieving VA s goal of interoperability. WCHCS requires subscriptions for a minimum of 150 employees with a tiered pricing option. Employee Access for 12 months (January 8, 2020 January 7, 2021)- with annual renewal options including a hire number of subscriptions): Minimum 150 Subscriptions. Participation in major region health information events and meetings such as HIE conferences covered in subscription cost. Admission Discharge Transfer Alerts: One-time set up subscription (Patient List), One-time set up Alerts.   Ongoing monthly subscription maintenance. Hourly charges associated work for VA file development, data management, curriculum development, training delivery at WCHCS or other hourly rate for eHIE related work. 2- The organization providing access to eHIE must provide a user-friendly interface for WHCHS employees access to required information. Build of specific folders (store forward and consult management folders such as with oncology, or radiology) and health information management services may be required in support of WCHCS operations. Hourly rate for technology services to build of folders, complete record audits or organization of data for specific VA functions is required. 3- The contracted organization will provide education as required for WCHCS employees. An hourly rate will be determined for the delivery of education on the use of the above eHIE for WCHCS receipt of Veteran information. 4- Participation in eHIE organization s community partner and education events. Annual education events (for example, regional conferences) will be available for up to 20 participants as a part of the subscription costs. 5-Period of Performance Base Year January 8, 2020 January 7, 2021 Option Year 1 January 8, 2021 January 7, 2022 Option Year 2 January 8, 2022 January 7, 2023 Option Year 3 January 8, 2023 January 7, 2024 Option Year 4 January 8, 2024 January 7, 2025
