Description

The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for Omnicell Analytics Web Based Subscription Software for Drug Diversion Detection with all labor, materials, equipment, supervision, and all necessary resources to meet the requirements below. The Omnicell Analytics Web Based Subscription Software for Drug Diversion Detection shall be performed at the VA Ann Arbor Healthcare System, 2215 Fuller Rd, Ann Arbor, MI 48105. Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 238210 and 4. If the item(s) are available on a FSS contract or not and the FSS contract number if it is available on contract, 5. Notification if they are a VETBIZ registered VOSB/SDVOSB, SMALL BUSINESS, WOMEN OWNED SMALL BUSINESS, COMPETETIVE 8 (a), or not. 52.219-14 Limitations on Subcontracting. Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This is not a solicitation. OMNICELL ANALYTIC STATEMENT OF WORK SCOPE OF WORK: To install and provide support services for the Omnicell Analytics Software Subscription and update and upgrades. The Tracking system Shall identify abnormal drug usage and null transactions, including trends while minimizing false positives. Narrow down users. Shall focus on controlled substance highly to be diverted and non-controlled drugs. Remain compliant with Joint Commission and Drug Enforcement administration (DEA) regulations. Shall detect potential diversion, improve patient care and safety. Shall Analyze medication issues such as inappropriate medication therapy for clinical practices. Record data in real time, record float Nurse tracking. Software must close the looped dose accountability. Records Historical data. The software shall be compatible and interface with the server and current Omnicell system. Omnicell is sole manufacture and exclusive provider to Omnicell products and support services for Omnicell equipment. Omnicell does not contract products or services to 3rd parties, therefore no other sources can meet this requirement. BACKGROUND: The VA Ann Arbor Healthcare System (VAAAHS), 2215 Fuller Road, Ann Arbor, MI 48105. Pharmacy currently uses Omnicell for all the medication dispensing system, we need to add Omnicell Analytic to our existing system, this will improve efficiency by narrowing down users to target suspicious patterns, compliance with the joint commission and Drug Enforcement Administration (DEA), and patient safety reducing patient risk by quickly detecting diversion incidents. Pharmacy services Ann Arbor VA Medical Center already have existing system with Omnicell and existing service contract. Omnicell would allow for a smooth transition and ensure compatibility and interfacing with our current system. Omnicell is sole manufacture and exclusive provider to Omnicell products and support services for Omnicell equipment. Omnicell does not contract products or services to 3rd parties, therefore no other sources can meet this requirement. 3. TASK 1. Enterprise Management Control s. 3.1.1 Subtask 1 Integration Management Control Planning. Provide the technical and functional activities at required level for integration of all tasks specified within this SOW. Include all and updates and upgrades, no limits on licenses, productivity and management methods such as quality assurance, progress/status reporting and program reviews. Provide the centralized administrative, clerical, documentation and related functions. Security risk is high for Omnicell personnel who have access to the VA server. The vendor will work with the Ann Arbor Health Care System to set date and time of delivery install date and time. Vendor must use FSC E-invoice program to submit their invoices. II. HOURS OF WORK: Omnicell Gold Plan for Software Support and Updates and Upgrades. Telephone Support Coverage 24 hours a day-7 days/ week. Engineer Live Coverage Monday Friday -24 hours Saturday, Sunday, Holiday: 7AM -7PM EST. On Call Support Saturday, Sunday, Holidays: 7AM-7PM EST.. Response Time One (1)  Hour: Monday- Friday 7 AM -7 PM EST Response Times (Maximum) 2 hours Monday Friday. 7AM -7 PM EST, Saturday, Sunday & Holidays. Remote Software     & Interface     Diagnostics-Included Proactive Remote available VIA Secure Server. On Site Support. (If necessary) 24 Hours /day -7 days/week based on the status of the system disabled system vs non-critical failure.   Disabled 6 Hours Non critical failure     24     hours. Software Updates & Upgrade Included. Provide staff with passwords. Provide VA staff Training.
