Attachment A - Pricing Sheet Scope of Work (SOW) Snow Removal Support Services For The Federal Communications Commission’s (FCC) Columbia, Maryland Campus Scope: Contractor shall supply all supervision, labor, equipment and materials necessary to provide plowing and removal of snow and ice from roadways, parking lots, stairs, walkways, porches, landings, handicapped accessibility areas and all other areas designated in the scope of work. Hand shoveling is required around areas not permissible by a plow. The Contractors shall be responsible for performing all work under this contract in accordance with all Federal, State, and County and City laws, codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to the Occupational Safety and Health Act (OSHA). Approved chemicals, salt, and/or sand shall be utilized to maintain all surfaces. The Contractor will have the necessary equipment and manpower at the site and continue with the performance of the work until it is completed in accordance to contract requirements. Snow removal services shall be completed to such an extent as to eliminate unsafe conditions during the periods designated in this Statement of Work (SOW). Snow shall not be piled on or near trees, shrubbery, grassy areas or flower beds. The COR shall designate an area on-site where plowed snow shall be placed. Normal Business Hours: (Monday - Friday: 7:00 a.m. to 7:00 p.m.) During the normal business hours of 7:00am – 7:00pm (EST), Monday through Friday, snow removal service shall be the responsibility of the Contractor and will commence automatically when an accumulation of 2-inches of snow has fallen or when unsafe conditions exist in the Columbia, Maryland area. If a second full plow is required during the same snowfall, it will be done on a “call for services” basis. Salting shall automatically commence when there has been a significant ice event such as an ice storm, sleet or freezing rain with an accumulation on the roadways. Salting is to include all roadways, parking lots, stairs, walkways, porches, and landings. If a second salting is required during the same ice event, it will be done on a call for service basis. Weekend Hours: (Friday 7:00pm - Monday 7:00am) In the event of a weekend snowfall from 7:00pm on Friday through 7:00am on Monday (EST), plowing time and inch amounts are left to the discretion of the contractor for the first round of snow removal. If additional services are required in the interim, they will be requested on call for services basis. Any amount over two inches will be cleared prior to 7:00am Monday morning. Any amounts of weekend snow should be given enough melting time prior to plowing. After Hours: (Monday- Friday – 7:00pm to 7:00am) In the event of snowfall or ice events occur between the hours of 7:00pm and 7:00am (EST), Monday through Friday, timing of snow removal or salting is left to the discretion of the contractor, and should be dependent on snowfall rates, type, forecast, wind, drifting and other factors. Work should be timed so that clearing has been completed prior to 7:00am (EST). Contractor should use the least amount of resources possible to complete task. Continuous Snow Event: After initial plowing, contractor may, at its discretion, plow at 4-inch intervals up to two additional times. If snow continues and further plowing is necessary, contractor must call the emergency phone number provided below for further instructions. NOTE: If Continuous snow event occurs during day time business hours (8:00am – 4:30pm (EST)) and staff is on site, contractor will come in and discuss further instructions with the Contracting Officer’s Representative (COR), TBD after initial plow or salting. Emergency “On-Call” Basis: The “response time” requirement is for the contractor to be available and on site within two (2) hours of the initial service call for emergency “call out” at any time during the day and continuing until 12:00am (EST). This service will be required to clear roadway for employee shift change and/or departure during periods of additional accumulation and/or drifting. This service will consist of a pass from the Oakland Mills road gate at guard shack; continuing through rear laboratory parking lot; the adjoining access road; down Farmhouse Lane; and through parking lot. This is only to keep one lane minimally passable for the HFDF Staff ingress and egress. The emergency call service may also be required to clear a short section of road in the event of a snow drift. Plowing: Laboratory : Start outside the front gate (gate path must be clear of snow to allow for smooth operation) and clear the roadway to front parking lot; clear all parking spaces; clear around the flag pole and back out to main roadway. Then continue around to the back of building and plow the back-parking lot; all parking spaces; the area in front of small garage and large back building. Plow both loading dick areas (snow must be pushed out rather than pushed in to allow trucks to get to loading dock plate); access roadway going to Farm House Lane. These areas are to be treated with salt, calcium chloride or sand. Columbia Operations Center : Clear Farm House Lane, starting from the adjoining access road, down towards the Farm House building; in the gate; parking lots at 9201 Farm House Lane; around the circle and a single lane path in front of the three-car garage behind the Farm House Building. These areas are to be treated with salt, calcium chloride or sand as necessary. These areas include addresses for 9200 and 9201 Farm House Lane. Shoveling : All stairs, porches, walkways and landings shall be cleared off snow and then treated with salt or calcium chloride to prevent further accumulation. These areas include: Laboratory : Front sidewalk, steps and top landing. Back side walk and side walk of north side of building. Columbia Operations Center (to include the facilities at 9200 and 9201 Farm House Lane): The farmhouse front steps and landing, garage door landing, and shed door landing. At 9201 Farm House Lane, the front door step, the side ramp walkway (all the way to the back of the building in front of the roll up door, and the steps on the side of the building. Miscellaneous : Care shall be taken not to pile snow in front of areas where FCC access is required, such as, in front of the dumpsters, and parked vehicles, garage or shed entry or bay doors, or mailbox. Salt shall not be used where it will cause damage to concrete, brick, wood, etc. calcium chloride or other acceptable materials shall be used. After hours facility access information will be provided to the contractor by the FCC staff prior to the first snowfall. The FCC will not be responsible for any equipment that contractor may choose to store on the property. Failure to respond to “call out” as specified by the terms above may result in written notice, deduction/withholding payment or termination for default. Contractor shall be responsible for repair of any major damage to grass or blacktop because of the snow removal process. Major damage will be defined as any grass patch larger than 9 squares feet or blacktop patch larger than 4 square feet. Period of Performance: The period of performance for work shall be from October 15, 2019 and continue through October 14, 2020. In addition, three (3), twelve (12) month option periods may be exercised at the unilateral discretion of the Government. The Government also reserves the right to invoke the option to extend services clause according to its terms. This contract shall be renewable, at the option of the Government, for up to three (3) years beyond the base expiration date specified above and may additionally include an extension of services as permitted by FAR 52.217-8.
